- This is a Modification to Solicitation Number 5114-2-2011, published July 02, 2002 . (AMENDED) The proposal receipt date has been extended to: Not Later Than 2:00 p.m. July 25, 2002. All other information remains unchanged. (End of Modification)The USDA, Agricultural Research Service, National Center for Agricultural Research Utilization, Peoria, IL, intends to solicit and negotiate with only one source to Bruker Instruments, Incorporation. The proposed award is for supplies/equipment for which the government intends to solicit and negotiate with only one source basis in accordance with FAR 6.302-1, for a High Performance Digital NMR Spectrometer, Advance 500 for structural studies of plant and microbial constituents including derivatives from Bruker Instruments, Incorporated. The Center is equipped with two (2) high field nuclear magnetic resonance (NMR) spectrometers that are used for the above mentioned studies. An additional NMR instrument is required that will provide the most advanced high performance Nuclear Magnetic Resonance (NMR) equipment that is available on the market with the minimum field strength that can be used to study proteins. The NMR spectrometer shall meet or exceed the following minimum performance specifications: (1) the console and the actively shielded magnet shall be capable of operating at or above 500 MHz frequency; (2) provide shielding for all electronics; (3) include a communication control unit having at least a 100 megahertz processor; (4) allow for performing experiments without changing cables; (5) include a digital router software controlled; (6) allow for observation of low gamma nuclei as far down as 6 megahertz; (7) provide real time digital filtering of NMR data; (8) each frequency source (frequency control unit) shall have a minimum wave form memory of 64 kiloword to allow for better pulse definition; (9) user shall be able to adjust phase to within 0.05 degrees; and (10) software control and pulse sequence programming must be fully compatible with existing Bruker instruments. This compatibility is a major component There are pulse sequences that were developed using the existing Bruker NMR machines. Bruker Instrument, Inc., is the only source that can fully achieve the compatibility requirement in terms of pulse sequences (software) and probes (hardware). However, if any interested party believes it can meet the above requirement, they may submit a proposal. It must clearly demonstrate that the existing sequences can be converted, and that the instrument can fully meet all the above specifications. If demonstration is determined to be acceptable, the source must concur to converting all sequences for the instrument at no additional cost to the Government, prior to award of this acquisition. An original and one copy of information furnished shall be in writing and must contain sufficient detail, to determine if the party can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. NAICS Code is 339111 with a corresponding size standard of 500 employees applies to qualify as a small business. FAR 52.212.1 (Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial items). Offerors shall include a completed copy of the provision at FAR 52.212-3 (Offeror Representations and Certifications - Commercial items), with this offer; a copy of this provision may be obtained from the contracting officer or at http://www.arnet.gov/far. FAR-52.212-4 (Contract Terms and Conditions - Commercial items) apply to this acquisition. FAR 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items) also applies, with the following clauses from (b) applicable to this acquisition:FAR 52.203-6; FAR 52.219-4; FAR 52.219-8; FAR 52-219-23; FAR 52-222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.225-16; FAR 52.232-36. Payment will be made 30 calendar days after acceptance of delivered equipment will be shipped FOB Destination to: USDA-ARS-MWA-NCAUR, 1815 N. University Street, Peoria, IL 61604. Required delivery is within 180 Days from receipt of award. Offerors shall identify where the offered item meets or does meet each of the Government's functional and performance minimum specifications listed herein. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Proposals are to be received Not Later Than 2:00 p.m. CST July 17, 2002, at USDA-ARS-MWA, Contracting Office, 1815 N. University Street, Peoria, IL 61604.
