- Description
- This is a combined synopsis/solicitation for commercial item identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 5114-2-2013 is being issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. The solicitation is issued under full and open competition. The North American Industry Classification System Code (NAICS) is 334419 with a corresponding size standard of 500 employees. The USDA, Agricultural Research Service, Midwest Area, National Center for Agricultural Utilization Resources (NCAUR) has a requirement for a UPS System. A mandatory site visit is required due to the limited physical space the system must fit into. Offeror's are to propose prices for the following: CLIN (Contract Line Item Number) 0001: Removal and proper disposal of the existing battery system; CLIN 0002: Purchase and installation of the new UPS system; CLIN 0003: 24 x 7 1 yr service/maintenance agreement. CLIN 0004: Extended 3 year warranty for the UPS System only. The minimum specifications include: The UPS system shall be a "True on Line, Double Conversion" three-phase system. The system shall be designed to operate and power lab test equipment and computer based non-linear type loads up to 100%. System efficiency (AC to AC) shall be no less than 93%. Inverter design shall be IGBT-PWM technology. The system shall be microprossor-controlled based for control and operation. The system shall be rated 65kva/52kw and field upgradable to 80kva/64kw. UPS width shall be no greater than 33" due to limited installation space available on site. Input voltage shall be 208v, 3 phase, 3 wire plus ground plus or minus 15%/ Input voltage shall be 120/208, three phase, 4 wire plus ground. Input harmonic elimination filter to reduce reflected harmonics to <10% for 100% generator compatibility must be incorporated into the design. Battery back-up time shall be 150 minutes based on full load of the UPS systems. Batteries shall be sealed lead acid AGM type cells mounted in matching battery cabinets. The battery system shall be comprised of 3 paralleled sets (one in each battery cabinet). Each battery cabinet shall have a battery disconnect switch incorporated into each cabinet. The battery disconnect must be fully rated for the full current draw of this UPS system. Quick connects for under voltage or shunt trip and aux. contacts must be included on the DC battery disconnect breaker. Each battery cabinet must include paralleling terminal blocks and paralleling cables for interconnection to each battery cabinet. Battery cabinet's width not to exceed 38" in width. Battery recharge shall be within 24 hours of a 100% discharge of the 150-minute battery systems. This shall be accomplished with a separate battery charger installed within one of the battery cabinets. This charger shall operate with separate 30amp, 208 single-phase inputs. The output of each charger shall have an output voltage compatible with the UPS battery voltage of the system. UPS system shall be designed for either top or bottom cable entry. UPS system shall have a built in modem for direct factory monitoring, 7 x 24 via analog dedicated phone line supplied by customer. UPS system shall have UM link Ethernet/SNMP adapter including Solution-pac power management software for network monitoring. UPS system shall be designed for complete front access using modular construction to minimizing mean time to repair. UPS system shall have no greater than 3.5% harmonic distortions on out-put. UPS system shall have replaceable air filters on the front door of the UPS. Cooling fans located on the top of the UPS will draw ambient room air through the filters in the door, across semiconductors and out the top of the UPS cabinet. The Government desires delivery within 3 weeks after receipt or order, however each offeror shall include their proposed delivery schedule as part of their proposal. Acceptance and FOB point are destination. In order to be considered for award offerors shall provide a proposal on company letterhead detailing the CLIN pricing; descriptive literature, brochures, and three references. References must have received the proposed equipment within the last three calendar years. (Government references preferred but will accept commercial). The following FAR clauses and provisions apply and are available on http://www-far.npr.gov or http://arnet.gov/far: FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-2, Evaluation - Commercial Items, significant evaluation factors in the relatively order of importance are (i) technical capability of the item offered to meet the Government requirements and delivery time; (ii) past performance; (iii) and price. Technical capability and past performance are significantly more important than price. The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each proposal shall respond to each of the evaluation factors identified; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Offerors shall include a completed copy of these provisions with proposal); FAR 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, also applies to this acquisition with the following clauses from (b) applicable to this acquisition: FAR 52.222-21, Prohibition of Segregated Facilities; FAR52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.222-19; FAR 52.225-1; FAR 52.225-13; FAR 52.232-34; and FAR 52.232-36. The Offeror shall extend to the Government the full coverage, of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Government's right and conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) this response. Offerors shall include a completed copy of the provision at 52.212-3 (Offeror Representations and Certifications - Commercial Items), with this offer; a copy of this provision may be obtained from the Contracting Officer or at http://www.arnet.gov/far. Any amendment and documents related to this procurement will be available electronically at the Internet site: http://www.eps.gov. Potential offerors will be responsible for downloading their own copy of these documents (if any). It is the offerors responsibility to monitor the site for release of the solicitation and any related documents. All responsible sources may submit a proposal which will be considered by the agency.
