Description

Description: The National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with Vitalii Silin for measurement and authorship services for the Biomolecular Materials Group under the authority of 41 U.S.C. 253(c)(1) - Only one responsible source. Vitalii Silin's knowledge of thin metallic films, surface plasmon resonance, infrared spectroscopy and biomolecules make him uniquely qualified for this position. The Government anticipates the award of a fixed price contract with three option years. The proposed requirement is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotation. However, the government will consider all capability statements received by August 30, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Proposal (RFP) package is not available. See NOTES 22 and 26.***
