- NA Pursuant to the Defense Reform Initiatives # 9 and # 49, the United States Army Reserve Command, Headquarters, Fort McCoy, is requesting notification from regulated utility companies that have an interest in privatizing the natural gas and electrical syste ms for the Moffett Community Housing Areas located at Moffett Federal Airfield near Mountain View, California. There are three separate and distinct housing areas at Moffett Federal Airfield. Wescoat Housing Area and Orion Park Housing Area are located ad jacent to the NASA Ames Research Center on the airfield. The Shenandoah Square Housing Area is located approximately one and one half miles from the airfield at the intersection of Moffett Boulevard and Middlefield Road. The natural gas system has a conne ction for the housing area at the existing gate station located on the Perimeter Road on the airfield. The requirement is to own, operate, and maintain the existing system in the housing areas, connect other existing facilities in the housing area, and ext end service to new facilities in the future. A combination of master metering and individual meters of homes is expected. Purchase and transmission of the natural gas to each facility is expected. The existing electrical system is a combination of 12KV, 4 KV, and 2.4KV overhead and underground construction. Parts of the system are of Stream Line construction. The requirement is to own, operate, and maintain the existing system in the housing areas, connect other existing facilities in the housing area, and extend service to new facilities in the future. The existing circuits are served through a NASA substation to the housing areas at Orion Park and Wescoat. The Shenandoah Square is already served by PG&E through a separate connection. It is anticipated that all facilities will have meters to bill the residents and customers. A consolidated bill is needed with the individual bills. Street lighting may be considered in the final contract if a rate schedule meets the Army needs. Termination points for the syste m shall be the outlet of the meter or meter socket. The North American Industry Classification System (NAICS) code for natural gas distribution is 22121, with a size standard of 500 employees. NAICS code for electric power distribution is 221122 with a s ize standard of 4 million-megawatt hrs annual output. Respondents are requested to submit letters of interest for this potential acquisition by 31 Jul 02 to the email address indicated below. Letters of interest shall include a brief company profile and statements demonstrating experience in owning/operating/maintaining these types of utility systems. Respondents are to indicate business size. This requested information is for planning purposes and does not constitute a commitment, implied or otherwise , that a procurement action will be issued. If sufficient interested is not received by the date indicated above, the Government may utilize a GSA utilities areawide contract for this privatization.
