Description
The Naval Surface Warfare Center, Dahlgren Division intends to purchase the following item on a Sole Source Basis from the manufacturer, J. A. Woollom Co., Inc., 645 M Street Suite 102, Lincoln, NE 68508: Spectroscopic Ellipsometer Base System: Also includes associate options : Extended near infrared (NIR) upgrade, AutoRetarder upgrade, Additional software analysis station and a Liquid Sample Cell.? This is a specialized but proven instrument that allows for the analysis of layered materials in a non-destructive manner through the use of optical measurements. It is able to comparatively analyze the entering and exiting optical polarization of light reflected off or transmitted through a layered material to determine the constituents of the substances comprising the material as well as the interfaces between layers. In addition to the base ellipsometer, an added and unique capability of the instrument to be procured is the addition of optical elements to systematically adjust the polarization phase of the probe instrument and use this additional information automatically as part of the material analysis. This capability allows for the examination of materials that are nearly transparent such as optical surfaces, glass or plastic shields, or liquids. The intended usage is a scientific instrument to be used for the R&D of materials most suited for high-power microwave (HPM) and high-energy laser (HEL) technologies being explored by NSWCDD. Delivery will be FOB Destination. If delivery is other than FOB Destination, then state delivery cost in offer. Standard Commercial Warranty is Required. Offeror shall include a description of the Commercial Warranty with their offer. This is a combined synopsis/solicitation for a commercial item prepare d in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only written notice; a proposal is being requested and a written solicitation will not be issued. Simplified Acquisition Procedures will be used in accordance with FAR 13.5. The closing date is 22 July 2002. Proposals may be provided via fax to (540) 653-6810, Attn: XSD13-2 or via e-mail to XDS13@nswc.navy.mil referencing N00178-02-R-3113. The anticipated award date is 26 July 2002. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06 and DFARS Change Notice dated 03-14-02. The North American Industry Classification System Code is 333314, with a size standard of 500. The applicable DPAS rating is DOC9. The procurement will be awarded on an all or no ne basis. FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation and is hereby incorporated by reference. In accordance with FAR 52.212-2, Evaluation-Commercial Items, the Government intends to award a contract to J. A. Woollam Company, Inc., provided that J. A. Woollam can establish that it is able to meet the requirement of this solicitation at a fair and reasonable cost. Offerors shall include a completed copy of the provision at FAR 52.212-3 and DFAR 252-212-7000, Offeror Representations and Certification ? Commercial items, with their offer. The following FAR and DFAR clauses apply to this acquisition and are incorporated by reference. FAR 52.212-4 Contract Terms and Conditions ? The Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 has implemented Electronic Commerce (EC) in the acquisition area, therefore the synopsis/solicitation with any applicable amendments will be available on the World Wide Web at http://www/nswc.navy.mil.supply.
