Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number PR-CI-02-10918 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. This acquisition is a 100% small business set aside. The NAICS code is 334516, the size standard for which is 500 employees. The National Risk Management Laboratory shall be conducting research with regard supercritical fluids and requires the acquisition, set-up, installation, and training, indicated below: Line Item 1: Supercritical Fluid Extraction System, Qty. 1. each Design specifications: Maximum vessel volume: 2 L (0.5 gal) Maximum pressure: 680 atmospheres (10,000 psi), +/- 2 psi Maximum temperature: 200 C, +/- 0.05 C Line Item 2: Phase Monitor System, Qty. 1. each Design specifications: Sample volume: Maximum 50 ml (.1 gal) Maximum pressure: 680 atmospheres (10,000 psi), +/- 2 psi Maximum temperature: 200 C, +/- 0.05 C Line Item 3: Training on Operation of Acquired System Up to ? day, as necessary, to explain and demonstrate how to operate the system on-location to potential users at Research Triangle Park, NC. Installation: Price is inclusive of incidental services to set-up, assemble, and install equipment. Delivery Schedule: FOB Destination/Research Triangle Park, NC 6 weeks after award. Documentation: Commercial manual sufficient for system operation and maintenance. Electrical Certification Required: Equipment shall be listed by any one of the following: Underwriter's Laboratories, Canadian Standards Association, or other listing agency approved for use by the North Carolina Building Code Council. Warranty: 12 Month warranty of merchantability for repair/replacement of defective items. Documentation: sufficient documentation to allow the user to understand how to properly operate and maintain the equipment All Items shall be delivered to the U.S. EPA Shipping and Receiving, Page Road and I-40, Research Triangle Park, NC, 27711 no later than six weeks after contract award. F.O.B. point shall be destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical acceptability of the item offered to meet the Government's requirement and (2) price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. This clause may be found on the Internet at the following site: http://www.arnet.gov/far/. Clause FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The Clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
