- NA MODIFICATION -- This requirement, which was posted 22 January 2002, modified 21 February 2002, and reposted Jun 26 2002, has been reconfigured. This notice supercedes previous notices for a competitive award in September, 2002. The reconfigured requireme nt is less focussed upon the Test Support Network (TSN) and includes a narrower range of requirements. The requirement is for non-personal services, including inside and outside communication plant installation of the Test Support Network (TSN) at White S ands Missile Range, New Mexico, and system support services. The TSN is a fiber optic data transmission and communication system. Installation tasks include current and future equipment installations, fiber optic and copper cable installations, interface s, and integration into test facility instrumentation. System support includes maintenance and repair of the installed system. (Engineering support, cable splicing and procurement requirements are no longer included.) The requirement is not restricted t o the TSN Program. The fiber optic data transmission and communication system at White Sands may be expanded within and without the TSN Program to other test facilities in the western United States. However, these expansions are not named, programmed or f unded at this point. The Government will award a firm-fixed price, task order contract for the services. Individual tasks will be assigned by bilateral modification of the contract. Funding is budgeted at less than $1 million in the first year, and is un certain thereafter. However, subject to certain technical contingencies, it is estimated the contract may total $5 million if it goes to completion. Tasks will be assigned based upon priority of need as funding becomes available. This requirement is a 1 00% set-aside for Small Businesses. The applicable NAICS code is 541512, Computer Systems Design Services. The small business size standard is $21.0 million average annual receipts for the last three fiscal years. The period of performance will be a bas e period of one year, with four one-year option periods.
