Description
*NSN: To Be Determined (TBD) *P/N: TBD *Will obtain NSN & P/N upon completion of qualification/acceptance APPLICATION: A-10 aircraft. QTY: (see Description) DESCRIPTION: The Central Air Data Computer (CADC) is a flight safety system and furnishes critical data to the pilot. The CADC receives inputs from the aircraft pitot-static system, total temperature probe, altimeter baroset potentiometer, and master bus controller. These inputs are used by the CADC to compute accurate air data for the navigation system, altitude reporting for the Identification Friend or Foe (IFF) transponder, analog data for the operation of two servoed altimeters, pressure altitude, mach number, calibrated airspeed, true airspeed, free air temperature, static pressure, total pressure, and total temperature. The successful bidder shall provide all labor, facilities, equipment, and material to adapt, or design and build, a CADC to meet the Fairchild Specification, ES160S0027, as modified by the Government?s Statement of Work (SOW). To match the footprint of the existing CADC, any adapter rack with the CADC shall be considered a single assembly. The new designed CADC must: a) fit the existing mount location in the A-10 aircraft, b) meet or exceed performance requirements of Fairchild specification ES160S0027, and c) provide a failure-free warranty and sustainment. Successful bidder shall support functional, integration, EMC/ EMI testing being performed by Lockheed Martin System Integration and Government flight-testing. This will be a three-phase initiative. Phase One consists of item development and qualification of four (4) CADCs. Phase Two is the production option to produce approximately 370-400 units that were qualified and certified after successful completion of Phase One. Phase Three is the production unit warranty and sustainment through CY 2028. There will be three (3) separate options of approximately 1-20 units that may be exercised at the discretion of the Government to support follow-on spares requirements. Line items structure is as follows: Item 0001: Design, Develop, and Build Prototypes for testing and qualification; QTY: 4 each Item 0002: Option for Production of Newly Qualified and Approved CADC; QTY: 370-400 units Item 0003: Option for Production of Newly Qualified and Approved CADC with Warranty and Sustainment through CY 2028; QTY: 370-400 units Item 0004: Option for Out Year Follow-On Production; QTY: 1-20 units Item 0005: Option for Out Year Follow-On Production; QTY: 1-20 units Item 0006: Option for Out Year Follow-On Production; QTY: 1-20 units Item 0007: Over & Above; As required Item 0008: Data and Reports; IAW DD Forms 1423 DESTINATION: Oklahoma City Air Logistics Center, Tinker AFB, OK. DELIVERY: Phase One ? The successful bidder shall deliver four qualified CADCs no later than ten months after contract award. Phase Two ? 370-400 units, ten (10) months after exercise of production option. PROPOSED CONTRACT ACTION: Is for supplies and services for which the Government intends to solicit on a Full and Open competitive basis IAW FAR 6.102(b). AAFARS Source Selection procedures will be utilized to obtain the ?Best Value? to the Government for award to only one source. A Firm-Fixed-Price contract is contemplated. SPECIAL NOTE: Interested parties may identify their interest and capability to respond to the requirement or submit proposals. No telephone requests. A Formal RFP will be issued after review of the draft RFP responses. The Formal RFP will list the closing date for all proposals. APPROXIMATE ISSUE/RESPONSE DATES: 31 May 02 ANTICIPATED AWARD DATE: 30 Sep 02 All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. The Government will consider all proposals received within 45 days (30 if award is issued under an existing basic ordering agreement) after date of publication of this synopsis. CBD NOTES: 12. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. LOCAL NOTES: B. While price will be a significant factor in the evaluation of offers, the final contract award decision will be based upon a combination of Mission Capability, Past Performance and Price/Cost factors as detailed in the solicitation. C. An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. This acquisition involves technology that has a military or space application. The extent of foreign participation has not yet been determined. Nothing in this notice contradicts other restrictions, identified in the synopsis notice or solicitation, regarding eligible sources (e.g., if this is a small business set aside, foreign sources may not participate as potential prime contractors but could, if otherwise eligible, participate as subcontractors).
