Description
The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Office of Contracts, Simplified Acquisitions Branch (M/CON/SA), intends to solicit, negotiate, and award a Purchase Order (Contract) on a non-competitive basis to Ms. Barbara Sites, mailing address at the American Embassy Kuwait, to perform non-personal services as the on-site "Field Representative" for the Kuwait Medium Wave Installation and Short Wave Expansion Projects at the BBG's Kuwait Transmitting Station. The proposed contractor (Ms. Sites) shall advise and assist the Kuwait Project Manager (PM), located at BBG Headquarters in Washington, DC, with the PM's oversight of the planning and implementation of the two above-stated projects. The contractor has primary responsibility for on-site monitoring and inspection of the construction work to ensure that the new facilities are being constructed and the new broadcasting equipment is being installed in accordance with the BBG's plans and specifications. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(1), which states that: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." Ms. Sites was formerly a construction manager at the BBG's Sri Lanka Transmitting Station. She has recent direct experience with the BBG's operations, equipment, facilities, and safety requirements associated with the Kuwait Transmitting Station. Her specialized expertise in the oversight and management of the construction of large overseas broad-casting facilities, and the installation of complex broadcasting equipment, will help the BBG to meet its Congressionally mandated performance objective of increased broad-casting to the Middle East in a timely manner and within the approved budget. The current budget estimate for these two projects exceeds U.S. $10 million. In addition, Ms. Sites currently resides in Kuwait, with the resultant benefit that the BBG will not incur additional travel expenses related to this procurement. The period of performance of the proposed contract is one (1) year, with an option to extend the contract on a monthly basis for up to an additional four (4) months. This Public Notice of intent to non-competitively contract with Ms. Sites is not a request for competitive price quotations or proposals. However, other interested firms or individuals may express to the Government their interest in and capabilities to perform the above-stated services. Any such written expressions of interest and statements of detailed capabilities, with specific examples of past similar projects worked on by the firm or individual expressing such interest, and references for such past experience that can be validated by the Government, must be received by the Government by 3:00 p.m., EST, Monday, July 29, 2002 to be considered. Oral submissions of interest and capabilities will not be accepted by the Government. A final determination by the Government not to compete this proposed procurement, based on written responses to this Notice of a firm's or individual's interest and capabilities to perform the above-stated work, is solely within the discretion of the Government. Any information received from interested firms or individuals responding to this Notice will be considered by the Government solely for the purpose of determining whether to conduct, or not to conduct, a competitive procurement.
