Description
The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Thermo Environmental Instruments for four Ozone Monitors with an internal ozone source, external pump for the ozone source and two charcoal towers. It is essential that the ozone monitors be compatible with the existing instruments in the network in order to maintain the continuity of the 10-30 year data records previously obtained. The ozone monitors must meet the following specifications: (1)Use the principle of absorption of ultraviolet radiation at 254 nanometers by ozone. (2)Have a precision of 1 part per billion of ozone by volume for measurements for a one minute averaging time. (3)Have a long-term drift of less than 1 part per billion per year. (4)Have an internal ozone zero and span measurement capability. (5)RS-232 communications capability. (6)Internal memory capable of storing one hour average data for two months. (7)Ability to control instrument and download data remotely with Windows based software. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE 100K). Based on the market research conducted, Thermo Environmental Instruments is the only vendor who can meet these requirements and no competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. THE ANTICIPATED AWARD DATE REMAINS UNCHANGED.
