Description

The Health Resources and Services Administration (HRSA), Division of Grants and Procurement Management (DGPM) has a requirement from the Bureau of Primary Health Care (BPHC) to modify Contract Number 240-97-0017 with Professional & Scientific Associates, 6066 Leesburg Pike, Suite 200, Falls Church, VA 22041. The modification will extend services from September 19, 2002 through March 19, 2003. The contract provides for the development and management of the Models That Work Program. Under the authority of 41 U.S.C.253(c)(1), as set forth in FAR 6.302-1(a), Professional & Scientific Associates is deemed the only responsible source capable of performing the required services and no other type of supplies or services will satisfy agency requirements without substantial duplication of cost to the Government and without unacceptable delays in fulfilling the agency?s requirements. It is critical to the mission of BPHC that the services being provided for the Models That Work Program continue uninterrupted and without loss of functionality. The closing date is September 4, 2002. Interested concerns may identify their interest and submit a capability statement which demonstrates the ability to provide the required services by the specified date. No solicitation document is available; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this modification is solely within the discretion of the Government. If no affirmative responses are received within 45 days from the date of this synopsis, the Contracting Officer will proceed with award of Modification 14 to Professional and Scientific Association.
