Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC 06. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 512199 with a small business size standard of $5.0 million. The intention of this procurement is to acquire experienced contractors to produce high quality analog duplicates of historical and other valuable audiovisuals for preservation purposes. National Library of Medicine (NLM)'s audiovisual collection includes instructional films, health documentaries, commercial films with medical themes, public service announcements, histories of medicine, and documentary footage of medical procedures and research. Most of the originals to be duplicated are 16mm motion picture answer prints and duplicate negatives and 3/4 " U-Matic videocassettes. Occasionally NLM will need to copy other formats, including 35mm answer prints and duplicate negatives, separate 16mm or 35mm film elements (e.g. "A" and "B" rolls or separate sound tracks) from which a single composite reel must be made, 2" quadraplex videotapes, 1" SMPTE Type C videotapes, VHS videocassettes, and Betacam SP videocassettes. The physical condition of originals varies from good to poor. In general, NLM will request one Betacam SP videocassette to serve as a duplication copy and one VHS videocassette to serve as a viewing copy. Occasionally NLM may request multiple copies of these formats or copies in other formats. In future, NLM may choose different formats to be used for duplication copies and/or viewing copies. The services would be for one year with options for four (4) successive one-year periods. This project requires experienced contractors to follow the latest edition of all relevant Society of Motion Picture and Television Engineers (SMPTE) standards and recommended practices for handling, repair, duplication, and inspection. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212-1, Instructions to Offerors-Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52?212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Request for Quotations (RFQ) Number NLM 02-169-UHP will be available on or about August 1, 2002. Request for RFQ NLM-02-169-UHP may be obtained by writing to the National Library of Medicine, Office of Acquisitions Management, 8600 Rockville Pike, Building 38A, Room B1N20, Bethesda, Maryland 20894; Attention: Uyen H. Phuong, Lead Purchasing Agent. Facsimiles WILL NOT BE ACCEPTABLE. The period of performance is anticipated on or about September 16, 2002. All responsive sources may submit a proposal which will be considered by the NLM.
