Description
The Department of Health and Human Services, Program Support Center, on behalf of the Office of Public Health and Science, Office of Minority Health (OMH), intends to negotiate on a sole source basis for a 12 month simplified acquisition with the Office of Clinical Affairs, Massachusetts Department of Health (OCA). OCA will develop and test cross-cultural clinical practice guidelines for Medicaid providers serving culturally diverse populations using quality improvement methods. The guidelines will focus on defining steps to improve cross-cultural encounters and patient outcomes and addressing patient assessment and history, provider-patient relationship strategies, treatment plan negotiation, patient education strategies, ethno-pharmacology, data collection and tracking principles. OCA will conduct a literature review of existing cross-cultural clinical practice guidelines and identify content areas; develop a cross-cultural clinical guideline template; convene a team of experts and representatives from managed care plans contracting with Medicaid to refine the template; develop a toolkit that provides resources for operationalizing cross-cultural guidelines; and, develop provider and patient education materials. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The OCA is uniquely qualified for the following reasons: it has experience undertaking clinical guideline projects for special populations and it operates the state of Massachusetts' Medicaid Program. It is responsible for developing and implementing clinical policies, clinical standards, and guidelines affecting the state's Medicaid health care community. OCA is comprised of interdependent units that include Clinical Projects, Clinical Policy Analysis and Quality Improvement, Pharmacy Program, Utilization Review and Management, and Prior Approval. OCA is staffed by a multi-disciplinary team consisting of physicians specializing in areas such as internal medicine, gynecology, oncology, psychiatry, and pediatrics, and nurses, pharmacists, policymakers, public health and mental health professionals, researchers and other health professionals. It also has a strong professional relationship with the University of Massachusetts Medical School. Examples of clinical guidelines project undertaken by OCA include the Development of Prudent Use of Antibiotics for Upper Respiratory Infections in Children; Screening and Management of Chlamydia Infections; Management of Adult Diabetes Care; and Management of AIDS Pharmacy. OCA has experience convening experts to facilitate the design of clinical best practices in order to achieve statewide consensus on the content of particular clinical recommendations. It has performed provider and member/patient education, inclusive of developing education toolkits to assist providers treating individuals from diverse cultures and translating and reproducing member/patient education materials so it is understood by individuals with limited education and lack of familiarity with western medicine. Vendors who are interested in this acquisition must demonstrate in writing they can meet the Government's requirement within 45 days from the date of publication. Responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the requirements of the purchase order. Failure to submit adequate documentation will result in the Government proceeding with a sole source to OCA. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. See Numbered Note 22.
