- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number F61040-02-Q-0009 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-07. This procurement is set aside for 100% small business. The North American Industry Classification System (NAICS) code is 811213. The business size standard is 6 Million Dollars. This requirement is RESTRICTED to Mainland Portugal and its territories in accordance with the Bilateral Agreement between Portugal and the United States dated 1995. Lajes Field intends to issue a purchase order for the following Scope: The contractor shall provide all personnel, tools, supervision and other items and services necessary to provide full maintenance to the Multi-Point Multi-Channel Distribution System (MMDS) Wireless Cable Broadcast System as defined in this Statement of Work. Maintain the following equipment: Communications Equipment Shelter (10ft wide X 12ft long X 9ft tall) that houses transmitter and associated equipment. The shelter is located directly adjacent to building T-252 inside the fenced area. Maintenance of shelter includes maintenance of HVAC lights, power, 19? Equipment rack (22? wide X 30? deep X 76? tall) and corrosion control of the transmitter shelter, 2 each 20 Watt Transmitter 2.5-2.7 GHz, 115 VAC, 60 Hz (primary & backup), 2 each 100 Watt Amplifier 2.5-2.7 GHz, 115 VAC (primary & backup), 2 each Transmitter Antenna (1 main site, 1 repeater site), 3 each MSE 8033 10 Watt EMCEE 40 degree Signal Benders, 3 each 4 foot parabolic antenna, Spare modules kit for Transmitter, 130 each antennas (for housing, on-base facilities and off-base housing), with down converter, and power supply/inserter, 1 each SLR33 Site Lock Frequency Reference, 1 each Automatic TX-Select Transmitter Switcher, 1 each MT-050 Series Dehydrator, 5 each Agile 3000 Television Channel Modulator, Single point of failure equipment including the following: Transmit Antenna, TSA100HS Amplifier, Dehydrator, Modulator. Performance Standards shall be considered acceptable if the measured signal at the outlet is ?3 to 0 Dbm and response time criteria is accomplished (emergencies within 2 hrs.) and normal service (within 24 hrs). The contractor personnel shall provide services in Government supplied facilities at 65th Communications Squadron Lajes Field Azores. Please read the attached Statement of Work for qualifications needed for position. Period of Performance is 1 Oct 2002 through 30 September 2003. The government intends to issue an award for line item 1. Line item 2 and 3 shall remain an option unless the government decides to exercise the option by modification. Quotes shall be evaluated on the total price of line item 1, 2 and 3. Quotes shall provide a single price for each line item. No partial quotes will be considered. Technically acceptable refers to the following: Basic knowledge in transmission and reception principles (Understands how to transmit and receive a signal); Basic knowledge of circuit multiplexing principles (Combining numerous channels into one stream); Basic troubleshooting and maintenance of electronic equipment. (For preventive maintenance of the system and isolating faults); Previous experience with Cable TV distribution and processing of signals.
