Description
NA Description: On behalf of the Office of the Assistant Secretary of the Army Installations & Environment (ESOH) and in accordance with FAR 6.302-1, the Defense Contracting Command-Washington, DCC-W, intends to award a sole source contract to Vanguard Resea rch Incorporation (VRI) for the Mobile PEPS Deployment & Validation Program support. VRI currently holds the trademark registration for PEP technology, namely, plasma torch, micro processor, and a process control sensor used to destroy waste by pyrolysis producing a clean energy-rich off-gas and a glass slag that consists of inorganics with no need of futher processing or landfill use, in class II. The primary focus of this project will be deployment testing to assess the reliability, maintainability, and overall effectiveness of a Mobile PEPS unit to treat wastes on site. Demonstration testing will verify that the mobile PEPS unit meets environmental requirements for air emissions; liquid and solid waste disposal, Destruction and Removal Efficiencies (DRE s), and Toxicity Characteristic Leaching Procedure (TCLP) testing of the vitrified residual slag. The testing series on DoD and possibly other commercial type wastes will validate the utility, effectiveness and economics of the system for future users wit hin and outside the Government expanding its domain of applications. The period of performance is for approximately 24 months. The resultant contract will be a hybrid of cost plus fixed fee with firm fixed price elements contract. There is NO solicitati on document. This notice is not a request for proposals. Interested firms may send a capabilities statement to the attention of Phuong Newhart, DCC-W, 5200 Army Pentagon, Washington, DC 20310-5200. Capability statements must be received by this office w ithin 45 days from publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Award is anticipated on or about 6 September 200 2.
