- NA The U.S. Army Corps of Engineers, Omaha District is issuing this Notice of Market Research for a C4I2TSR (Command, Control, Communications, Computers, Intelligence, Information Technology, Surveillance, Reconnaissance) contract at Air Force Space Command, Peterson AFB, Colorado to provide engineering and technical support on a wide range of C4I2TSR systems. The services will require the capability to integrate, engineer, furnish equipment and materials, install and test (EFI&T) and provide limited allied su pport and operations and maintenance for a wide range of current and future C4I2TSR systems world-wide in support of the North American Aerospace Defense Command (NORAD), United States Space Command (USSPACECOM), Air Force Space Command (AFSPC) and other g overnment agencies. We are issuing this Notice of Market Research as a vehicle for industry to provide recommendations/comments on the best business practices for supplying these services to our customers and to find out if industry would be willing to par ticipate in a resulting contract. The following North American Industrial Classification System Codes (NAICS) and their Small Business Size Standards are being considered for this acquisition: 513310 Wired Telecommunications Carriers (1,500 employees) 513390 Other Telecommunications ($12.5 million) 514210 Data Processing Services ($21.0 million) (current contract) 541512 Computer Systems Design Services ($21.0 million) Interested parties should provide only the information requested below. Price proposals should not be submitted at this time and will not be accepted. The government shall not pay for information received from this market research. If further discussion with industry is needed, a pre-proposal conference may be held. Vendors may address any or all categories within the Notice of Market Research. Please provide the following information in your response to this Notice of Market Research. Verify if your firm would qualify as a Small Business under any of the NAICS codes listed above. You are also asked to recommend NAICS codes that would be better suited for this type of work. Please visit the Omaha District Advertised Solicitation website to view a copy of the draft Scope of Work. http://ebs-nwo.wes.army.mil The solicitation number for this project is DACA45-01-R-0025. 1.With this acquisition potentially being an Indefinite Delivery Indefinite Quantity (IDIQ) Cost Plus Award Fee type contract, would your firm (Small or Large Business) have the financial capability of between $1-4 million per month to purchase materials, or provide other required services prior to invoicing? 2.The contractor or other teaming arrangement (hereafter referred to as contractor) will be required to purchase/acquire the equipment and or lab space required by the Scope of Work (approximately $3,000,000). Depreciation of the incurred costs will not b e allowed in the first year of the contract, but can be amortized over the expected five-year life of the contract. How will this requirement affect your financial capabilities? 3.The current contract allows the Government to convene an Award Fee board every six (6) months to determine the award fee the contractor is entitled to. How would earning fee (profit) only every six months affect your financial capabilities? 4. In your opinion, how much of a transition period would be necessary to ensure that your firm was able to perform the contract and present a seamless transition of contract performance to the Government? 5. In 500 words or less describe the C4I2TSR types of experience that your firm has in each of the following areas in the past five years. Include the approximate contract value for each contract listed. a. Federal b. State c. Local Government d. Commercial e. Other 6. What emerging technologies is your company engaged in? (500 words or less) 7. This contract requires 24 hours, 7 days per week support and global reach on extremely short notice. Does your company have the resources to successfully accommodate this requirement? 8. Has your company performed the following engineering and installation activities over the past 5 years? (50 words or less per item, include the type and approximate value of each contract): a. Classified and Unclassified High Speed Transport Systems b. Network management, servers and services, storage area networks, terabyte-sized networks. c. Fiber optics/copper based infrastructure systems d. Satellite Communications: Military Strategic and Tactical Relay System (MILSTAR), Air Force Satellite Control Network (AFSCN), Space-Based Infrared System (SBIRS) e. Web-based development f. Global Positioning Systems g. Cryptographic Systems h. Video teleconferencing systems i. Defense Red Switched Network (DRSN), Red and Black Switch j. Secure email and other messaging systems development, testing, and fielding All interested parties are requested to submit written comments regarding the feasibility of this acquisition. Please include any other information that you might think appropriate. Responses shall be limited to 30 pages and do not require the submission o f elaborate pamphlets, brochures, or artwork. Responses that exceed the 30-page limitation may not be reviewed. This is not a Request for Proposal, therefore, no contracts shall be awarded as a result of this market research.
