Description
IMPORTANT NOTICE: To register for this solicitation, you must email the following directly to Michael L. Burch at burchml@ih.navy.mil. Solicitation Number N00174-02-R-0046 (in subject line of your email); Name of the requestor, Organization name, address, telephone and fax numbers; and your E-mail Address. Use your email read notification feature to confirm the contract specialist's receipt of your registration. The government is not responsible for any undelivered e-mail transmissions. It's the requestor's responsibility to periodically check the IHDIV Contracts Division website for current status of solicitation and amendments. Once the solicitation has been issued on the Internet, the contract specialist will send an e-mail message to the registered requestors informing them that the solicitation is now available for downloading off the Internet. Copies of issued solicitati ons can only be obtained by downloading them from the IHDIV Contracts Division website at http://www.ih.navy.mil/contracts (copies of solicitations will not be e-mailed, faxed, mailed, or provided in person, these types of requests WILL NOT BE ACKNOWLEDGED.) NOTE: All offerors will be ineligible for award unless they have registered in DOD's Central Contractor Registration database. Offerors and contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://ccr.edi.disa.mil. This requirement will be available for downloading from our website beginning approximately 29 July 2002. Prior to this date you will not be able to access this solicitation. The Contractor shall provide a broad range of administrative, professional and technical services, data, and products to various agencies via the overall administrative and management control as described in the Statement of Work (SOW) incorporated in each task order issued under the IDIQ Contract. Each task order issued under this contract shall be within the general scope of the Statement of Work. Due to the broad and diverse missions of the various agencies, requirements will span an extensive range of products and services to include support of such programs as the Advanced Technology Ordnance Surveillance (ATOS) system. As an example, the nature of services anticipated to be provided shall include, any or all combinations of and derivatives of, the following: - ASIC Design and Modification Services - Automatic Identification Technology (AIT) System Design, Development & Implementation - Systems Engineering - Research Support - AIT/Installation, Operations and Maintenance - Production Test and Evaluation - Training Services and Products - Logistics Engineering, Analysis & Automated Systems Development - Program Management - Documentation Support Services - Sensors and Sensor System Design, Development and Implementation Detailed specifications, including place of delivery or place of performance, will be set forth in each task order. Award shall be based on ?best value?. Evaluation Factors are (1) Offer/Proposal Submissions, (2) Offeror Capability, (3) Cost and Price. Past Performance shall be evaluated. This contract action will be awarded under Full and Open Competition with provisions for multiple awards. If more than one award is made, one shall be awarded to a small business. The NAISC Code is 541330. The anticipated contract will be a Indefinite Delivery Type Contract (IDTC) with a Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) or Time and Material (T&M) Indefinite Delivery Indefinite Quantity delivery/task orders being issued. The period of performance is 12 months base period and four (4) one year options. Hubzone preference 10%.
