Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION IS ISSUED. The Request for Proposal number is PR-NC-02-10738 and is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This requirement is for landscaping and grounds maintenance services at EPA's Research Triangle Park and Chapel Hill, NC facilities. The successful offeror will furnish all labor, materials, equipment, personnel, and supplies to maintain the grounds at EPA's Research Triangle Park area locations. Work will include, but is not necessarily limited to, mowing, trimming, edging, fertilizing, liming, seeding, aerating, recycling yard waste, mulching, pest control, watering, tree and shrub pruning and trimming, weeding, and planting of new plants. Also, the successful offeror will be required to maintain wet detention pond, bio retention areas, storm drainage system, wetland pond, flower beds, wild flower areas, and policing grounds. The successful offeror will be required to have successful landscaping experience including administrative experience at a level equivalent to that included in the SOW. In addition, the project manager will be required to have experience in all facets of landscaping as required by the SOW. This requirement will be a firm fixed price and fixed rate contract during the estimated base period of 8/8/02-2/7/03; and six one-month option periods. North American Industry Classification System (NAICS) No. 561730 applies with a size standard of $5M in average annual receipts over the last three years. This quotation is issued as a Small Business Set-Aside. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation--Commercial Items, 52.212-3, Offeror Representations and Certifications--Commercial Items, 52.212-4 Contract Terms and Conditions--Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (1) Past Performance; (2) Qualifications, Work Experience, and Availability of Proposed Personnel; and (3) Management Plan. For this solicitation, technical evaluation factors are significantly more important than cost or price. The solicitation is available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. A Pre-proposal conference will be held on July 23, 2002, at U.S. Environmental Protection Agency, EPA New Facility, Room E101, 109 T.W. Alexander Drive, Research Triangle Park, NC, beginning at 8:30 a.m. Firms are encouraged to access the solicitation via Internet. If you will be obtaining a copy of the quotation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. However, only those firms who do NOT have the capability to obtain the solicitation from Internet, may submit a written request for a diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the quotation, you will receive amendments by mail, unless you notify us otherwise. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal on/or before, August 1, 2002 by 2:00 P.M. eastern standard time.
