Description
The US Army Special Operations Command has a requirement for purchase, delivery, and installation of a Media Center Modular Office Structure in accordance with the specifications and drawings contained within this solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes must reference the Request for Quotation number USZA92-02-Q-0019. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-07 and are available in full text format at http://farsite.hill.af.mil. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. The North American Industry Classification System (NAICS) is 337214. The size standard is 500 employees. This requirement is set aside for small business. Requirement - Media Center Modular Office Structure shall support: a wiring specification that includes signal and power cabling with complex cable runs internal to the walls/partitions requiring thick (3?) walls with structural components that provide maximum structural support, and ?back-side? accessibility for maintenance (frequent reconfiguration and re-cabling); the placement and effective use of multiple large design computer workstations with the option of vertical placement for some of their components; large amount sophisticated periphery equipment (RAID Arrays, CD-Rs, CD Duplicators, large flatbed scanners, computer LAN server, specialty processors for large programs, non-archival video tape storage, work-in-progress resources), etc; table and shelf space that exceed the routine administrative office requirements for square feet and load bearing requirements; the construction of a soundproof Announcer?s Booth with recorders wired into equipment racks; Video Post-production suite of equipment in racks; specialized lighting for production work; large lockable vertical and horizontal storage modules for video cameras and field equipment, cases, tripods, wireless and hard-wire microphones, with security and easy access for equipment storage, storage for music and sound effects libraries; large format plotter/printer; large industrial hot laminator; the future placement of large expandable video tape storage racks in dust-proof cabinets engineered to ?rollout? for access and ?rollback? for storage. Significant among these requirements is the design and construction of the walls that allow for large interior space and endemic cabling technology for the large signal and power requirements of sophisticated Multimedia production equipment. The compilation of construction and operational features of this requirement that are significantly unique and shall be met include: a. Hundreds of data cables shall be managed throughout the panel system. b. There shall be four basic parts, the full vertical post, half vertical post, corner connector block and horizontal rail. The horizontal rails shall be designed to be added and removed without disturbing the vertical posts or power/data cables managed throughout the system. All cables shall be laid into the system without threading through the frame to greatly enhance the ability to reconfigure the system with minimal disruption and downtime. Vertical posts which can later be stacked one on top of another to easily change panel height. c. Monolithic panels shall provide power inside the base raceway. Segmented or stackable panels shall allow power at base, ADA, work surface, and standing height. d. Segmented or stackable panels shall accommodate these accessories both ?on-module? as well as ?off-module? allowing overheads and panels of different widths to be used together and moved horizontally with minimal effort. e. Panels with Noise Reduction Coefficients of .80in heights of 30?, 42?, 42?, 66?. f. The panel shall be 3.5? thick. g. Horizontal rails shall be constructed of 16 gauge cold rolled galvanized steel with eight rivets per horizontal member. h. Fabric Acoustical Tiles. Tile upholstery shall be stretched over the frame and adhered to perimeter of tile. Tiles shall hang on frame by an injection molded hook. Tiles shall be field replaceable. i. Fabric Acoustical Tiles shall be .80 Noise Reduction Coefficient upholstered. j. Electrical - U.S. standard electrical system shall be factory installed and supplied for the modular office system and shall be an 8-wire design. k. The following Power Options are required: (1) Base-Height Power ? found in the 6? base raceway of the panel. It will accept U.S. Standard receptacles, international and Chicago Hardwire outlets. (2) ADA-Height Power ? The fabric tiles shall allow for installation of work surface height receptacles. Two duplex receptacles which can be mounted in a tile. Receptacles are approximately 32'?high. (3) Work surface-Height Power ? The fabric tiles shall allow for installation of work surface height receptacles. Two duplex receptacles can be mounted in a tile. Receptacles are approximately 32? high. (4) Stand-up Height Power - The fabric tiles shall allow for installation of stand-up height receptacles. Two duplex receptacles can be mounted in a tile. Receptacles are approximately 44? high. Off-module Panel Mount ? shall allow a panel to be connected at 90 degree along an adjoining panel at any point. DELIVERY/ ACCEPTANCE POINT: Delivery and installation location is HQ USASOC, Fort Bragg, North Carolina and shall be completed no later than 30 September 2002. PROVISIONS AND CLAUSES: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph ?a? of the provision: ?Quotes will be evaluated as to technical acceptability, price, and delivery. Technical acceptability will be determined by the government during technical review. Vendors shall submit clear specifications and drawings to be used in the government technical review as well as a proposed delivery and installation date. A best value award will be made to the lowest responsive quote from a responsible bidder submitting an offer found to be most advantageous to the government.?; 52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their bid. 52.237-2, Protection of Government Buildings, Equipment, and Vegetation; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with the following clauses being applicable to the solicitation: 52.203-6 Alt I, 52.222-26, 52.232-33, 52.222-36, 52.247-64, and 52.222-35. Additionally, DFARS 252.204-7004, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Applicable to Defense Acquisition of Commercial Items, with the clause 252.225-7024 applicable. QUOTES ARE DUE: Quotes shall be received at HQ-USASOC ATTN: AOCO (Barbara Bowles), Fort Bragg, North Carolina, 28310, not later than 2:00 p.m. ET, 19 July 2002. Fax submissions will be accepted at (910) 432-9345. Quotes shall include: (1) letter signed by an individual authorized to bind the organization, with a schedule of offered items to include price, specifications, proposed delivery and installation dates, and drawings, (2) completed Representations and Certifications, and (3) acknowledgement of any amendments that may be issued. Any amendments that may be issued will be published on the FBO page, the same as this combined synopsis/solicitation. A site visit is not scheduled at this time. If a site visit is deemed necessary due to contractor request, one will be scheduled. Contractors interested in attending a site visit shall submit a request in writing no later than 12 July 2002. AMENDMENT 0001 Solicitation Number: USZA92-02-Q-0019 Issued: 17 Jul 02 Due: 31 Jul 02 Title: Media Center Modular Office Structure Q1 - The description looks like a free-standing modular office "building". Please clarify. A1 - The walls/stations are going inside an existing office. The overall measurements are attached in the drawing. Please note that the dimensions in the contract are not flexible... we have a lot of equipment that must fit to those dimensions. Q2 - What is the Ceiling Height? A2 - 9 feet Q3 - How many total workstations will the design be for? Q3 - There are two large work stations and two admin areas, one of which is also a small work station. Other areas are for equipment and storage. Q4 - Are these units to be place outdoor or indoor location? A4 ? Indoor Q5 - In reviewing the Description of the Solicitation and the drawings, we could not confirm the electrical requirements. Do all panels have power raceways? A5 - YES Q6 - Do both work areas have power poles? A6 - YES Q7 - Do you have specific locations for electrical receptacles? A7 ? YES Q8 ? The drawings I have seen related to this project do not provide enough detail to proceed with quoting your needs. Could you provide dimensions both in overall plan, i.e. length and width of each modular unit and overall size as well as height is needed - both floor to ceiling and overall height limits. Can you provide detail plans? On your bid site, I only saw two 'images' in plan view and no elevation view. A8 ? These questions are best answered by inviting offerors to a site visit. A site visit is scheduled for 24 July 2002 at 10:00 am EST. Location is building E-2929, HQ USASOC, Fort Bragg, NC.
