Description
The Federal Bureau of Prisons is seeking proposals from qualified business concerns to provide Tracking and Voucher Processing Services for payment processing of travel expenses for technical assistance providers and related technical assistance personnel fees through the maintenance of existing Tracking/Voucher Processing System currently being utilized by the National Institute of Corrections (NIC) Offices located in Longmont Colorado. These services are required to assist in maintaining the leadership and assistance that is currently provided by NIC to state and local law enforcement and correctional officials in the areas of Training, Technical Assistance, Research and Evaluation, Policy and Standards Formulation and Implementation, and Clearinghouse Services . This requirement will be solicited with provisions for a base contract period (services commencing: October 1, 2002) and four one-year options. This requirement will be solicited as a 100% small business set-aside. The Government anticipates a single award of a Firm-Fixed Price Service Contract based on a fixed rate per voucher processed. An estimated 3500 vouchers per year are anticipated. The Government intends to make award to the offeror whose proposal in response to the solicitation, demonstrates the ?best value? to the Federal Bureau of Prisons/National Institute of Correction as defined by the Evaluation Criteria contained in the Solicitation. Proposals will be evaluated inclusive of options. Proposals will be evaluated for Technical merit, Past Performance and Cost, with Past Performance and Technical merit carrying paramount weight in the award determination.
