- Description
- The National Severe Storms Laboratory (NSSL), National Oceanic and Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with Vieux & Associates, Inc. 1215 Crossroads Blvd., Suite 118, Norman, OK 73072-3359 to acquire Vflo Hydrologic model services, licenses and customization. The goal of this project is to improve flood and flash flood warnings and forecasts in upland basins in the Tar River Basin, North Carolina. Vieux & Associates Inc. has already developed a physics-based distributed parameter rainfall-runoff model called Vflo. This model is written in JAVA providing a secure client/server configuration for flood forecasting. Current configurations involve a desktop version running on a PC with connection to a server holding quantitative precipitation estimates (QPE) generated by QPESUMS. Vflo is a physics-based runoff model that can estimate discharge at any location in a watershed. Predefined flood levels may be set as part of a floodwatch. Basin characteristics such as slope, drainage length, soils, and land cover are combined with multisensor rainfall input from QPESUMS to improve flood forecasting in upland basins. The proposed effort would focus on application of Vflo with multisensor input from QPESUMS. The model will be setup and calibrated for selected events for the Tar River Basin. Vieux & Associates Inc. will provide setup of a web-version of the Vflo model, couple and ingest input from QPESUMS, perform an initial calibration for selected one to two storm events, train personnel on use and operation of Vflo. The real-time model operation, distributed flood level criteria development, and operational implementation will be the responsibility of the NWS. The following are project deliverables: 1. Initial model data and parameterization for selected storm events. 2. Software Licenses for Operational Servlet making QPESUMS data available to Vflo and 2 copies of Desktop Vflo 2.0. 3. Prototype web page for Custom Vflo Enterprise. 4. Install 1-Servlet installation at QPESUMS site. 5. Support for Desktop Vflo installation on 2 user PCs. 6. Training 1-day course on using Vflo for distributed hydrologic modeling for up to 10 persons. Purpose: Learning model concepts and capabilities and testing parameter maps. 7. Prototype web page hosted on NOAA/NWS/NSSL server receiving real-time QPEWUMS data via servlet. Work will be performed over a 6 month period. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100,000. FAR Clauses in full text are at http://www.ARNET.gov/far/ .
