Description

The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services, is conducting a market survey to seek potential sources to assist the contracting and program staff with preparing Performance-based work statements. The tasks to be performed under this requirement are reviewing current statements of work for conversion to performance-based work statements. Meeting with project officers to collaborate on converting statements of work to performance work statements. Preparing drafts of performance-based work statements, coordinating with project officer and contracting officer. Developing performance indicators in collaboration with the project officer and contracting officer. Developing standards and acceptable quality levels to correspond with the performance work statement. Developing quality assurance surveillance plans to correspond with the selected performance work statements. Developing award fee plans, including methods of scoring and positive and/or negative performance incentives. Assisting contracting officers in the development of RFP?s incorporating performance-based contracting elements. Conducting meetings with project officer and contracting officers to familiarize them with administration of performance-based contracts. Assisting in the planning and implementation of award fee meetings. Interested sources should have experience with writing performance-based statements of work that involve research and development contracts in healthcare. Interested sources should submit their capability statements (no more than 10 pages in length) to Sherry Baldwin, Contracting Officer, Agency for Healthcare Research and Quality, Division of Contracts Management, 2101 East Jefferson Street, Suite 502E, Rockville, Maryland 20850, no later 12:00 noon, eastern standard time, on 8 August 2002. Capability statements should be tailored to this request and identify the source?s capabilities to complete this requirement, including information on key staff experience and a description of experience on similar projects.
