- PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is being issued unrestricted as Request for Quotation No. 2002-Q-00476. The NAICS is 333992 with a size standard of 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. The National Institute for Occupational Safety and Health (NIOSH) in Morgantown, WV has a requirement to purchase automatic robotic welding equipment to study the effects of welding fumes. An estimated 800,000 workers are employed full-time as welders. Worldwide Epidemiological studies have indicated that a large number of welders experience some type of respiratory illness. Respiratory effects seen in full-time welders have included bronchitis, airway irritation, metal fume fever, lung function changes, and other complications. For this study we need to construct a welding laboratory using a robotic welding apparatus to generate welding fumes. We plan to study the pulmonary, dermal, and systemic responses of different welding fumes by exposing laboratory animals to these controlled fumes to mimic conditions of the welder. SPECIFICATIONS: The desired specifications to establish this laboratory in 8 feet x 10 feet of space with minimum interference from people are: A 6 axis ROBOT welder with base, brakes, encoders in all axes with at least 6 kg payload capacity with maximum P point to weld a 45 inch x 28 inch plate with a relative positioning accuracy of +/- 0.003 inch; Controller features: Detached controller cabinet with at least 7-meter cable; Teach pendant with 10-meter control cable, color LCD display, built in cause/remedy information with diagnostic button; Main CPU with minimum 16MB, DRAM 16 MB FROM , 2 MB SRAM memory; and the related software. Multitasking, Program shift, Mirror image utilities and Macro programming functionality, related documentation and built in hardware for integration of welding unit; Auto power source, wire feeder, feed rolls : Waveform controlled inverter based 100% duty cycle power supply with associated cables and hardware to combine with selected ROBOT for continuous (24 hours a day) GMAW (gas metal arc welding) and related drive rolls. A 450 AMP 100% duty cycle water-cooled, with collision sensor, proper mounting arm and cooler system with related switches and hoses. (Upgradeable to 650 AMP); AND Training of four (4) people for five (5) days. Warranty of one year on equipment, installation ,technical support and available upgrades for performance improvement. ACCESSORIES Torch cleaning station with air blast to remove spatter accumulation; Single head stock positioner with proper servomotor, encoders and gear reducer with 15 inch faceplates, each positioner should provide at least 6200 In-lb with maximum speed of 19 rpm, +/- 1; 180 Degrees rotational range; Headstock and positioner bases for use with modular headstock, pillow block, tailstock unit with fixed end-to-end separation of 60 inch; Fencing enclosure with two barn style access door with safety interlock; AND Operator Palm station with at least the following features: Emergency stop, fault reset switch, dual operator cycle start buttons to execute assigned Program. DELIVERY: The Government desires delivery no later than 12 weeks after receipt of order. All prices shall be F.O.B. Destination (delivered price) unless a separate line item is listed identifying the estimated freight costs. Offers will be evaluated to determine technical compliance with the specification. The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose quote conforming to this solicitation is considered most advantageous to the Government, price and other factors considered. Your quotation must contain sufficient information to demonstrate compliance with all requirements included herein, or your offer may be rejected. (1) Original and one copy of a completed SF 1449, signed by an individual authorized to bind the organization; (2) Schedule of Supplies/Services (vendor quotation) containing a description of each item required with individual line item pricing, if appropriate, and a delivery schedule; (3) completed Representations and Certifications - Commercial Items, FAR 52.212-3 (April 2002); (4) information which clearly demonstrates compliance with the stated specifications (for evaluation purposes); and (5) acknowledgment of solicitation amendments, if any. Facsimile or electronic offers are NOT authorized. If any exceptions or assumptions are taken by a contractor with regard to any aspect of this RFQ, they should be so stated in the quote. All quotes must include a specified expiration time for the quote (60 days desired). Before the quote?s specified expiration time, the Government may accept a quote, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offers that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration. Simplified acquisition procedures will be utilized.
