- Description
- The Centers for Medicare & Medicaid Services (CMS) intends to award on a sole source basis, under Simple Acquisition Procedures, a purchase order to Klein Associates, 1750 Commerce Center Boulevard North, Fairbom, Ohio 45324. The Department of Health and Human Services (DHHS), Centers for Medicare & Medicaid Services (CMS), Center for Medical and State Operations (CMSO), Survey and Certification Group Training Staff (SCGTS). CMS is responsible for administering the survey and certification training program and other programs as directed by the Secretary, under contract with States as provided in section 1864 of the Social Security Act. SCGTS is responsible for training State and Federal staff in regard to various survey and certification issues. An essential part of the survey and certification programs is to provide effective training programs on Medicare/Medicaid program requirement. The extent to which CMS is successful in implementing the requirements of Medicare/Medicaid programs is dependent on survey and certification staff that have the ability and knowledge to interpret and apply current regulations in consistent and accurate manner. Underlying this task is the need for consistent, accurate decision making on the part of surveyors. At the present time, CMS does not have a defined decision-making on the part of surveyors. SCGTS is specifically seeking more information about intuitive decision making and Cognitive Task Analyst (CTA). CTA is based on a theory formulated by Gary Klein, Ph.D., called the ?recognition primed decision model? (RPD). Klein bases the RPD model and CTA on over 20 years of research on decision making in naturalistic settings. Cognitive Task Analysis is offered exclusively by Klein Associates. CTA is based on Dr. Klein?s work and uses his methods. These services are offered only by Klein Associates. A determination by the Government not to compete the proposed action is solely within the discretion of the Government. The proposed contract is anticipated for a period of approximately 18 months effective September 15, 2002. This is not a request for proposal. .
