Description
The Applied Research Program within the Division of Cancer Control and Population Science, National Cancer Institute, National Institutes of Health, plans to negotiate with the School of Public Health, University of California at Los Angeles 90095, for a contract modification for a 30 month period to conduct a state-wide health interview survey in California, called the California Health Interview Survey (CHIS 2003). The information to be collected will assist in measuring the burden of cancer in the population of the United States. NCI anticipates comparing the CHIS (California Health Interview Survey) data with NHIS (National Health Interview Survey) and conducting comparative and pooled analyses that will enable better estimates of health-related behaviors and cancer risk factors for smaller racial/ethnic minority populations. California, the most populous state in the nation, is also the most racially and ethnically diverse. Due to the rich diversity of the California population, data will be collected on a randomly drawn sample, and it will not be necessary to oversample to obtain detailed information on specific populations and/or health topics. Specific populations of interest include African Americans, Hispanics, Asians, Pacific Islanders, and Native Americans. With these data, NCI anticipates improving its estimates for cancer risk factors and screening among racial/ethnic minority populations. Analyses will provide county-level and ethnic group-specific information on cancer prevention and control behaviors and health services utilization and will examine factors responsible for underutilization of preventive services. The statutory authority for the noncompetitive acquisition is 41 USC 253(c)(1) as set forth in FAR 6.302-1. Numbered Note 22. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 days if award is issued under an existing basic ordering agreement) After date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
