Description
The Agency for Subustance Abuse and Mental Health Services Administration(SAMHSA), Office of Substance Abuse Treatment(CSAT), through the Division of Acquisition Management (DAM), Program Support Center (PSC), intends to award a sole source contract using simplified acquisition procedures to We Care America, 702 Boulevard SE, Atlanta, Ga. The anticipated date of award is August 8, 2002. The purpose of this contract is to enhance the skills of faith based and community organizations to better prepare them for effective delivery of quality substance abuse treatment, prevention and violence prevention services and to compete successfully for Federal grant funds. The contractor through this contract shall convene a ( 3) day technical assistance event in five states; New York, New York; Los Angeles, Ca; Arizona, Atlanta, GA; and Seattle, WA; and from 06 /15/02 thru 04/30/03. CSAT will support this organization in the development and implementation of the training which addresses best treatment practices, grant writing, and program evaluation. The Contract shall include as a part of the technical assistance activity other such workshops such as; resource allocation, and 501(c)(3) non profit status. Statement of Work A. General Requirements 1. The contractor shall perform the tasks set forth in this document. 2. All work under this project shall be monitored by the Project Officer Task I: Meeting with Government Project Officer Subtask 1:1 - The contractor shall within five days of the effective date of the award, meet with the Project Officer to refine tasks and ensure understanding of all activities. At this meeting or before, the contractor shall provide two copies of a draft work plan and (TA) evaluation plan. Subtask 1:2 - The contractor shall, within 10 working days following the initial meeting, provide copies of a final work plan, final time lines and schedules, budget proposal and materials/ manuals to be provided. In addition to the first meeting the contractor shall have weekly or bi-weekly telephone calls to discuss progress to date, issues requiring clarification, problems and next steps. Subtask 1:3 - The contractor shall budget (2) trips for travel to Washington D.C. to meet with Project Officer or other designated individuals. B. Specific Technical Assistance Tasks Task 2 - The contractor shall convene a two day technical assistance workshop or institute on the following topics; substance abuse treatment, prevention and violence prevention best practices, basic grant writing and program evaluation, and charitable choice. One (1) day shall be devoted exclusively to grant writing and (?) ) day to program evaluation, treatment and prevention best practices. Subtask 2:1 - The contractor may provide additional workshops on web site creation and domain registration, 501(C) 3 ( articles of incorporation, by laws, responsibilities)and the legislative process or other related topics subject to Project Officer approval. Subtask 2:2 - The contractor shall submit resumes of all trainers/ consultants to the Project Officer for approval. The Project Officer shall identify consultants/ trainers for workshops on grant writing, program evaluation, substance abuse, prevention and violence prevention best practices. Task 3: The contractor shall provide meeting logistical services, registration, invitation letters, agendas, and participant lists. Task 4: The contractor shall provide the Project Officer with a list of participants interested in receiving follow-up grant writing training. Task 5: The contractor shall submit evaluation plan to Project Officer. Task 6: The contractor shall submit a monthly report (one page) concerning the progress of the project by the tenth (10th) of the following month. Task 7: The contractor shall submit a final report written 60 days after the technical assistance delivery. ? report shall include pre and post test evaluation summaries of TA events. ? results of the technical assistance conducted and delivered. ? names of staff and consultants used. ? recommendation for improvement of technical assistance deliveries. Schedules of Deliverables Subtask 1:1 - Within 5 days of signed contract Subtask 1:2: - Within 10 days of signed contract Subtask 1:3 - August thru July 30, 2003 Task 2 August thru July 30, 2003 Subtask 2:1 - August thru July 30, 2003 Subtask 2: 2 - Within 10 days of signed contract Task 3 - August thru July 30, 2003 Task 4 - Within 60 days prior to technical assistance event Task 5 - 30 days after technical assistance event Task 6 - The tenth of each month Task 7 - Within 60 days after technical assistance delivery The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition Based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
