Description
The Immigration and Naturalization Service (INS) Headquarters Procurement Office is in the process of determining the acquisition strategy for a potential requirement to provide (1) aircraft transport of detained aliens, (2) associated security (guard) services, and (3) associated medical services. We are seeking information and comments along with sample pricing from industry regarding the draft request for proposal (RFP) to refine the requirement and acquisition strategy to include the following: (1) The Government is contemplating the award of a single firm-fixed price contract to fulfill these requirements, however, multiple firm-fixed price blanket purchase agreements may also be considered. (2) Initial research indicates that this service is commercial in nature and we are soliciting beneficial commercial practices and terms and conditions for consideration. (3) The Government is contemplating rotating the award of specific requirements/calls/task orders amongst the blanket purchase agreement awardees depending on the awardees ability to respond to urgency, favorable pricing, etc. if multiple blanket purchase agreements are issued. (4) The potential requirement may be set-aside for small business participation pending the interest received in response to this synopsis. Respondents must indicate if their firm can currently provide services that meet INS needs. Respondents are encouraged to submit sample pricing. Proprietary information must be marked as such on a page-by-page basis. The draft RFP is not to be construed as a commitment by the Government to procure these services. The Government does not intend to make an award on the basis of this notice, nor otherwise pay for any information/items solicited in response to this notice. If the Government intends to hold a preliminary industry day meeting or conference, the relevant information regarding this event will be announced in a future FedBizOpps posting. To be of maximum benefit to us, responses must be received no later than August 12, 2002. Facsimile and electronic mail responses will be accepted. To assist us in developing an acquisition strategy potential offerors are requested to provide their company name, a point of contact, address, phone number, facsimile number, electronic mail address (if applicable), business size, detailed information on their capabilities and experience, and sample pricing to the primary point of contact.
