- This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition aproach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought synopsis is in support of a market survey being conducted by the Air Force to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement for a quantity of four (4) Line-of-Sight (LOS) Tactical Multichannel Radio Link systems for the Kingdom of Saudi Arabia. The purpose of these systems is to provide full duplex voice, data, and video connectivity up to a range of 40 kilometers. The LOS system must use commercial off-the-shelf (COTS) components to the maximum extent possible, operate in the 1350 MHz - 1850 MHz frequency band, consist of full-band frequency hopping radio equipment, and carry digital signals up to 2048 kilobits per second. The contractor will be responsible for installation and test of the first system and provide installation kits for the other three systems. The contractor will also provide operational and maintenance training. The hardware deliverables will consist of the radio, multiplexing equipment, cabling, antenna equipment, install kits, and depot level diagnostic and repair equipment. Detailed subscriber interface requirements will be established as a result of a site survey after contract award. The customer nation will provide shelters at each site for the installation. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis. The Government requests interested offerors submit one (1) copy of their capability response no later than 4:00 p.m. Eastern Daylight Time, Aug 16 Aug 2002 and should not exceed 5 one-sided 8.5 X 11 inch pages, with the font no smaller than 10 point, to the following address: ESC/ACK, Attn: Jerome McDonald, 50 Griffis St., Hanscom AFB, MA 10731-1625. An Acquisition Ombudsman, Colonel Jerry Corley, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
