Description
US ARMY ARDEC QED Radiographic Facility?s has a requirement for Sensor Panel X- Ray Imaging System to operate in conjunction with existing x-ray exposure equipment at various locations within Building 908 and will provide digital image files compatible with existing PC technology. The following are required: Amorphous Silicon Imaging Detector Panel:(a) Replaceable scintillator screen. b) Active pixel area to match at least a standard film size (14 x 17 inches). c) Pixel pitch not to exceed 127 microns.(d) Compatible with x-ray exposure energies 40 to 450 kilovolts (high energy).(e) Image data digitized and collected at 12-bits.(f) Image acquisition selectable for maximum resolution or real-time observation.(g) Cable of 75 feet (with reel) connecting between Sensor Panel and Control Processor. Support Stand:(a) Supports Detector Panel for vertical, horizontal, or angled exposures.(b) Support height adjustable 18 to 72 inches above floor.(c) Storage space for cable and reel.(d) Rugged construction to safeguard Panel and preclude exposure vibration.(e) Panel mounting to permit rapid attachment and removal.(f) Heavy-duty casters for easy movement and stable exposures. Digital Imaging Workstation and Console:(a) Fully integrated AXIS hardware and software for x-ray image acquisition and control of the Detector Panel, image management and analysis, recording radiographic techniques and inspection routines, and preparation/transmission of reports, without reliance on proprietary hardware.(b) Windows operating system, latest version.(c) Two removable, interchangeable hard disc drives. (d) CD recorder and reader; ZIP disc drive; Floppy drive; high-resolution monitor.(e) Automatic, user-defined image storage and archiving in 16-bit TIFF format without proprietary text (Adobe Photoshop compatible), with feature for automatic conversion to 8-bit TIFF or JPEG format. f) Automatic Defect Recognition (ADR) functions (regions of interest, edge location, blob analysis, and other processes).(g) Functions provided include enhancement, processing, measurement, and annotation of images; Automatic Defect Recognition; automatic processed view presentation; and file path definition. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
