- NA This proposed procurement is Unrestricted. NAICS is 233310 and the size standard is $28,500,000.00. This procurement is being advertised as a Request for Proposal (RFP). This request for proposal requires separate technical and cost proposals to be eval uated based on Best Value for award of the project. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Estimated cost of construction is between $5,000,000.00 and $10,000,000.00. Completion of work required by no later than 365 calendar days. The ATC Climatic Firing Facility (CFF) provides the Department of Defense with the capability to test military material including all caliber?s of direct and indirect fire weapons systems under a variety of environmental conditions simulating the majority of the world?s climates. The facility will use an ammonia refrigeration plant to provide the conditions for low temperature testing and steam for high temperature and humidity testing. Two separate cham bers will be designed to provide for both weapons firing and pre-firing tests. The test chambers are both reinforced concrete and steel-framed structures. Supporting facilities include utilities; electric service; fire protection and alarm systems; pavin g, walks, curbs and gutters; storm drainage; parking; and site improvements. Sweeping for unexploded ordnance will be required. All chamber process equipment is to be furnished, installed and commissioned by others. This work area is in a high security a rea of Aberdeen Proving Ground and all workers to work on-site must be able to obtain the required security clearance. Large Business Firms are required to submit a subcontracting plan with their proposals. The Small Business subcontracting goal for this procurement is 60%, which pertains to the total subcontracting dollar value only. Of the 60% goal, 15% should be placed with Small Disadvantaged Businesses, 8% with Women Owned Small Businesses, 3% with HUB Zone Businesses, 3% with Veteran Owned Small Bu sinesses and 3% with Disabled Veteran Owned Small Businesses. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal cont ract. The initial registration date expired 31 May 1998. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. The media through which the Government chooses to issue this solicitation is the Internet on ly. This solicitation will not be issued in paper.
