NA CONTACT: US Army Corps of Engineers, CESPK-CT, 1325 J Street, Sacramento, CA 95814-2922, POC Susan Yarbrough (916) 557-7479or Susan.L.Yarbrough@usace.army.mil). SYNOPSIS: Operation And Maintenance Of Groundwater Treatment Systems at Defense Depot San Joaquin, California (DDJC), Tracy And Sharpe Sites and the Former Fort Ord Army Base in Monterey, California, for the US Army Corps of Engineers, Sacramento District . This is not a solicitation announcement; this is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (HUB Zone, 8(a) program participant, veteran -owned small, small and large businesses) relative to NAICS Code 562910 (size standard 500 employees). Responses to this sources sought synopsis will be used by the government to make appropriate acquisition decisions. After review of the responses to thi s sources sought synopsis, and if the government plans to proceed with the acquisition, a solicitation announcement will be published. Responses to this sources sought synopsis are not adequate response to the solicitation announcement. Responses to this sources sought will not result in your firm's name being added to a plan holders list to receive a copy of the solicitation. There is no solicitation available at this time. All interested offerors will have to respond to the solicitation announcement i n addition to and separate from responding to this sources sought synopsis. The purpose of this notice is to identify potential sources to provide operation and maintenance services. The groundwater treatment systems at DDJC- Sharpe, Tracy and Fort Ord sites consists of extraction, treatment and injection systems (ETI). Groundwater contaminated with chlorinated volatile organic chemicals and pesticides is extracted from the upper aqui fers with extraction wells, which pump the water to the treatment plants. The treatment plants consist of air strippers and a granulated activated carbon units. The water is then pumped back into the aquifer by use of injection galleries, pumped to overl and flow ponds, or discharged to a surface water body. There are three groundwater treatment plants at the Sharpe site, two at the Tracy site, and three at the Fort Ord site. It is anticipated that all of the following services will be required relating to operation and maintenance of groundwater treatment systems associated with the DDJC- Sharpe, Tracy, and Fort Ord sites. These services include project management, reporting, inspections, operation and maintenance, and repairs. The contractor shall provide all normal and reasonable equipment, instrumentation, and incidental parts and materials required to perform routine operation, maintenance and repair of the groundwater tr eatment systems. The Fort Ord site may include sampling for contaminants of concern, testing and analysis at specified detection limits and system evaluation and analysis reports. The contractor shall be reimbursed for additional (other than incidental) p arts, materials and equipment, where approved in advance by the Government. Two firm-fixed-price contracts will be solicited, one for Sharpe/Tracy and one for Ft. Ord. The estimated contract amounts will range from approximately $750,000 per year for the Sharpe/Tracy sites up to approximately $2,000,000 per year for the Ft. Ord site. All potential sources must identify their business size and, if the firm is a small business, how it will meet the Federal Acquisition Regulations (FAR) requirements for limitations in subcontracting for the proposed solicitation (or for similar completed contracts) that states ??at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern.? The North American Industry Classification System (NAICS) code is 562910 with a business size of 500 employee s. Potential sources should indicate whether they are interested in work at the Sharpe/Tracy sites, the Ft. Ord site, or both. Potential sources must submit a capability statement of no more than 10 pages in length, which addresses the following key areas: MANAGEMENT (personnel/organizational staff experience, project management, etc.) ? (1) Potential sources must identify their management staff and plan for technical and administrative support of approximately $750,000 to $2,000,000 in O&M services per yea r. (2) The management staff must be experienced in operating and maintaining groundwater treatment systems, with a minimum of 7 years experience in work that is the same or similar to that listed above. Identify those projects submitted under ?TECHNICAL? below, where the management and technical staff have gained the experience. Personnel categories anticipated to be required under this solicitation are project manager, senior engineer, main plant operator, and technicians. Provide specific information on the education level and project experience for the project manager, senior engineer, and main plant operator, as a minimum. TECHNICAL - Potential sources must submit a list of recent projects that demonstrate their knowledge and past experience relating to operation and maintenance of groundwater treatment systems. Individual task orders under IDIQ contracts should be listed a s separate projects. Submit only current and past clients no more than 5 years previous and include a brief description, identify the capacity firm worked in on the project (prime or subcontractor), contract type (list by task order if IDIQ), contract or task order value, dollar value of work subcontracted, percent complete, if complete ? date completed, name and title of customer POC and current phone number. Identify those projects where the project management staffs have satisfactorily complied with th e appropriate regulations and include the name of the Regulatory agencies, agency POCs, and their current phone number. Firms indicating interest in providing services for the Fort Ord site must also be able to show relevant experience and technical capa bilities in following established protocols for sampling the contaminants of concern, capability of testing and analysis at specified detection limits, and experience in preparing system evaluation and analysis reports for the State of California regulator y review as well as meeting the requirements of a federal facilities agreement. All of these requirements for each system are defined in the treatment plant operations and maintenance manuals as well as being documented in the federal facilities agreement s for these three groundwater treatment areas. Excerpts from equivalent technical reports, prepared for comparable projects, should be included in the response to this announcement to demonstrate the level of expertise and past experience. Report excerpt s will not count against the 10 page limitation. BUSINESS SIZE - Potential sources shall identify if they are a large, small, 8(a) program participants, HUB-Zone certified or veteran-owned businesses. The purpose of the announcement is to determine the potential sources of these services, to assist in t he Government?s decision regarding potential set asides for the procurement.
