- Concerns having the ability to furnish the services and supplies described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within 45 calendar days from the date of this synopsis. The U.S. Geological Survey, National Earthquake Information Center (NEIC), has a requirement to produce a replacement system to support NEIC activities, based on the existing USGS Earthworm Architecture. The Earthworm System consists of: 1) the real-time automatic system; and 2) the DBMS-centric system. The USGS NEIC staff requires assistance in developing programs for the NEIC upgrade. The following unique qualifications are considered essential to this requirement: 1) In-depth knowledge of and experience working with C, C++, FORTRAN, SQL, ORACLE DBMS, TCP, UDP, HTML and CGI; 2) Expert knowledge and experience with Solaris system administration; 3) In-depth knowledge of the design of the regional DBMS-based Alarm System, including schema design and C/Oracle-OCI API development; and 4) In-depth knowledge and understanding of real-time processing modules for the Earthworm System, including decimation module, reftek2ew, compress, decompress, waveman2disk, sniffware, ellipse2arc, and trig2disk. Expert knowledge and understanding of the Earthworm architecture is required to ensure that all developed software is compliant with the existing Earthworm System. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 5.302-1, the Government considers the item specified as a sole source from Lucky Vidmar, Denver, Colorado, and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services and supplies are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. See Note 22.
