- Plans and specifications will be available only at http://esol.navfac.mil. It is the intent of this solicitation to obtain construction, alterations and repair of Government facilities by means of an indefinite quantity job order contract (JOC) at the Naval Surface Warfare Center, Crane, IN and other areas within the ROICC Crane's area of responsibility. JOC will be in effect for a maximum of three years or $10,000,000.00, whichever comes first The contractor shall perform any or all functions that will be specified in Section C in accordance with the scope of work contained in each individual task order issued under this contract. MEANS ESTIMATING GUIDE will be the basis for pricing each task order, consisting of the Facilities Construction Cost Data, Mechanical and Electrical books, multiplied times the applicable coefficients. This is a negotiated, best value procurement (RFP), consisting of technical and price proposals. Offerors will be evaluated on the following technical factors: past performance/experience, management ability ,subcontracting support capability and JOC task order preparation capability. The scope for the seed task order will be identified in the solicitation. This solicitation will be issued under the North American Industrial Classification System (NAICS), 23310 with a size standard of $28.5 million. This acquisition will be issued as an 8-A competitive solicitation for Region 5 only (Indiana, Illinois, Ohio, Michigan, Wisconsin, Minnesota). The solicitation will be available 8 July 2002. Plans and specifications will be available only at http://esol.navfac.navy.mil. The official plan holders list will be maintained and can be printed from the website. Any amendments will be posted on the website for downloading. This will be the ONLY method for distribution of any amendments. All contractual and technical questions, after the solicitation is posted, shall be submitted two weeks prior to the due date of the receipt for proposals. The released solicitation will contain a date for a pre-proposal conference.
