Description
This acquisition is 100% SET ASIDE FOR SMALL BUSINESSES. The NAVFAC Contracting Office encourages any small business A/E firms to submit their 254?s and 255?s. The NAICS Code is 541310 and the size standard is $4.0 million. Architectural-Engineer Services are required for the preparation of plans, specifications, cost estimates, performance of surveys and/or preparation of reports for a variety of general structural projects at the Naval Complex, Newport, Rhode Island. Each project issued under this contract will require a broad range of expertise, especially with regards to building envelope repairs. Also included may be checking of shop drawings, preparation of ?as-built? drawings, and consultation during construction. There may be asbestos, lead, or toxic materials connected with projects under this contract. This is an Indefinite Delivery A/E contract for the period of twelve months including an option for two additional one-year extensions. The Government reserves the right to exercise the option for this contract. The minimum guarantee will be the first task order. Subject to necessary changes, the maximum total A/E fee that may be paid under this contract will not exceed $1.5 million. There is no dollar limit per project. Firms responding to this announcement by August 15, 2002 will be considered and evaluated on the criteria listed below in relative order of importance. (a) Specialized experience and capabilities in a broad range of structural work, with emphasis on existing buildings which are occupied, bridges, piers, and other marine related structures. (b) Professional qualities of staff that may be assigned to projects issued under this contract, with special emphasis of field personnel to be utilized (c) Past performance regarding quality of work and compliance with performance schedules (d) Geographical location of firm and subcontractors (e) Volume of work previously awarded to the firm by the Department of Defense. Architectural-Engineering firms meeting the requirements described in this announcement are invited to submit a completed Standard Form 254, Architect-Engineer and Related Service Questionaire and a Standard Form 255, Architect-Engineer and Related Service Questionaire for a Specific Project to ROICC, NAVFAC Contracts, Naval Station Newport, Building 1, Simonpietri Drive, Newport, RI, 02841. This is not a Request for Proposal N62472-02-R-7246.
