- Description
- The Space and Naval Warfare Systems Command (SPAWAR) intends to release Request for Proposal (RFP) N00039-02-R-0027 to provide premium, non-preemptable full period, full duplex satellite space segment service on INTELSAT Satellite (IS) 604 when the satellite becomes operationally available on 04 August 2002. When IS-604 is taken out of service and replaced by the type 7 or higher spacecraft, the service is to migrate to the replacement follow-on spacecraft INTELSAT deploys in orbital slot 157 degrees east. Service is required on only one spacecraft whichever is in service in orbital slot 157 degrees east. Migration between the spacecraft shall be transparent to the end users with minimal interruption of service. The following configurations are required for IS-604 and the follow-on satellite: (i) 72 MHz East Hemi to West Hemi Full Transponder (shore to ship). The 72 MHz is to be located on a single full transponder and (ii) 18 MHz West Hemi to East Hemi for return to the gateway (ship to shore). The 18 MHz is to be located on a single transponder. Engineering services, including link budget and transmission planning services are also required. This contract will support the Navy Commercial Wideband Satellite Program (CWSP), Challenge Athena (AN/WSC-8), a Command and Control/Communications system. SPAWAR intends to award a single Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract, incorporating Fixed-Price Line Item(s), with a five-year ordering period. Award of a commercial services-type contract in accordance with FAR Part 12 is anticipated and is contingent upon SPAWAR?s receipt of a waiver from OSD C3I allowing contract award by SPAWAR.
