Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. Requirement is for the purchase of laboratory equipment and support services. The following provisions are applicable to this acquisition: (a) FAR 52.212-1, Instructions to Offerors-Commercial, (b) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (c) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The provision at FAR 51.212-2 Evaluation-Commercial Items applies to this acquisition the following items are to be procured on a firm fixed price contract. Responses will be accepted only from qualified small businesses under the North American Industry Classification System (NAICS) Code 334516, the applicable business standard is 500 employees. The Bureau of Alcohol, Tobacco and Firearms (ATF) has a requirement for the MVC-3000 High Capacity, Controlled Environment, Superglue Fuming Chamber for pistols, pipe, end caps and other small pieces of evidence for processing. This requirement must be manufactured by Foster+Freeman USA INC, located 1333 Swan Drive, Annapolis, Maryland, 21401. ABSOLUTELY NO SUBSTITUES WILL BE ACCEPTED. Shipping, Handling, Set-up and 2 Day Training Included. Unit is supplied with a basic power supply with separate item for upgrade to UPS power supply. SPECIFICATIONS are as follows: The cabinet is capable of providing a treatment environment isolated from the laboratory, complete with an internal activated carbon based self cleaning system. Safety glass windows to provide good all round visibility: External dimensions: -height 1550mm, width 860mm, depth 900mm (61 x 34 x 35 inches) Internal dimensions: -height 1250mm, width 800mm, depth 630mm (49 x 31 x 25 inches) Door aperture: -height 1250mm, width 800mm (49 x 31 inches) Internal volume: -0.63 cubic metres Power supply unit (basic): -input 110 or 230V specify at time of order output to cabinet 500W, 24V Displays: -chamber temperature, humidity & status of cycle Internal air circulation ? fan assisted, uniformity of temperature, humidity Operating modes: manual and automatic Humidity level: - preset to 80% RH, accuracy of better than 5% RH in the temperature. REQUIRED: range 15 to 25C Cyanoacrylate evaporation temperature: - 120 deg. C (preset) Cyanoacrylate fume exposure (auto mode): - programmable 10 to 99 mins, default setting is 15 mins Cyanoacrylate fume cleansing: - up to 40 mins Filter (active ingredient): - activated carbon, replaceable Filter lifetime: -minimum of 80 cleansing cycles loaded with up to 10g of cyanoacrylate per cycle Residual internal fume concentration (post 40min clean): - less than 0.3ppm (the occupational exposure standard for ethyl cyanoacrylate: Shelving: - the cabinet has a rigid based with rails and modular shelving which can be located in various positions to suspend or support exhibits as required. Access: - loading of articles and replacing consumable items is achieved without entering the chamber Installation: - the cabinet is constructed in modular form to ensure that is passes through a single door width of 750mm. Installation by Mason Upgrade to UPS power supply unit for MVC-5000 OR MVC-3000 - input 110 or 230V (specify at time of order) output to cabinet 500W, 24V capable of supporting a complete machine cycle if mains input powers fails internal batteries: - 2 x 24 AH 12V seal lead-acid batteries, On-site assembly, installation and training by Foster+ Freeman USA, Inc. personnel. The vendor must also submit certification of compliance with Section 508 of the Rehabilitation Act of 1973. Awardee must be registered by the Central Contractor Register by the closing date of this announcement. Quotes must include delivered price and product literature, which list specifications. Award will be based on meeting the technical specifications listed above, on an ALL OR NONE basis.
