Description
This is a Solicitation Notice: This procurement is being issued as UNRESTRICTED and is therefore subject to Federal Acquisition Regulation clause 52.219-4, Notice of Price Evaluation Preference for Hubzone Small Business Concerns. The Request for Proposal is currently available for downloading form the following internet site: www.esol.navfac.navy.mil. The date established for receipt of proposals is 2:00pm on 24 January 2002. It is the governments intention to award a Multiple Award Construction Contract (MACC). The MACC may include up to four (4) Indefinite Quantity contracts with firm fixed price task orders to be place thereunder. The scope of the work shall include new construction, alterations, renovations, maintenance, repairs and the ability to do design build projects. Projects may include asbestos/lead based paint removal, demolition, proprietary items and options. A significant number of design-build task orders may be placed under the resultant contracts. The work will be concentrated in the states of Rhode Island, Massachusetts, Connecticut and New York, but not limited to Engineering Field Activity Northeast?s 10 state area of responsibility. The Government reserves the right to award up to four contracts under this solicitation which includes award of the seed project identified under the solicitation. The maximum value of this contract will be $30 million over the 3 year life of the contract. The seed project is for the Design and Construction of the new Unmanned Undersea Combat Vehicle Laboratory at the Naval Undersea Warfare Center (NUWC) Newport, RI. The contractor will provide all engineering, design, and construction services as well as the requisite materials and equipment for the lab. The multi-story facility will be similar to that of a high tech office and research building. The scope of work includes the design and construction of a 4,645 square meter building. There will be an option for a similar facility which will be attached to and double the size of the building. It is anticipated that the building will have steel frame walls with brick facing and metal stud partition walls. Construction will include a flat, membrane roof , insulated aluminum framed windows with laminated glass; and wall, floor and ceiling finishes. The facility will be completely air-conditioned. The building will be handicapped accessible (passenger/freight elevator) and will include a fire protection system with sprinklers and alarms. The building will contain offices, conference rooms, research areas, lounges, etc. Site work includes pavements, parking, utilities, and other related landscaping and anti-terrorism/force protection features. The latest environmentally friendly, energy efficient materials and building operation systems will be incorporated into the building design. It is anticipated that the seed project will include additional options and may include proprietary items. A pre-proposal conference is planned at the Naval Undersea Warfare Center (NUWC) Newport, RI on 8 January 2002.
