- Description
- The National Institute of Standards and Technology (NIST) on behalf of the Technology Administration of the Department of Commerce intends to negotiate with the National Association of Seed and Venture Funds, 301 NW 63rd Street, Suite 500, Oklahoma City, Oklahoma 73116 on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source to organize and conduct a series of eight (8) workshops nationally on how communities can harness local sources of capital and entrepreneurship to support technology transfer and tech-led economic development. One additional workshop will be included as an Option Line Item to be completed within 6 months from date of award. The qualifications, accomplishments, and mission of the National Association of Seed and Venture Funds (NASVF), make it uniquely qualified for the work of organizing and conducting these workshops. As a national, non-profit organization of private, public and non-profit organizations committed to building their local economies by investing and facilitating investment in local entrepreneurs, NASVF is widely recognized for its credibility and effectiveness among the states and communities. NASVF has already developed two workshop modules that can be adapted and applied quickly to any TA workshop on this issue: 1) a seminar that will introduce prospective seed investors to the ins and outs of technology business investing and proves effective methods for working together as a team; 2) a companion seminar that will help entrepreneurs gain a deep understanding of seed and venture investing of the though process of seed investors and the steps to take in forming a careful plan that will attract investment dollars. The Government anticipates awarding a firm-fixed price purchase order under the Test Program for Certain Commercial Items. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by July 23, 2002. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
