Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with Woods Hole Oceanographic Institution to conduct a study of body condition (assessed through blubber thickness and structure) in North Atlantic right whales. The agency is mandated to conserve the endangered species under its jurisdiction, and must undertake actions to prevent further decline of populations, facilitate their recovery, and safeguard the quality of their habitat. Investigation of the body condition of the North Atlantic right whale is important for management of this population. The main objective of the proposed project is to gather data on body condition as a marker of nutritional status in order to gain a better fundamental understanding of its significance to apparent recruitment failure of the North Atlantic right whale population. These observations will be compared with data from a parallel project studying a reference population of the southern right whale. Body condition of right whales will be assessed during the summer of 2002 in the Bay of Fundy. The period of performance will be thirteen months from date of contract award. The proposed requirement supplements initial work by Michael Moore and colleagues at Woods Hole Oceanographic Institution (WHOI; Moore et al 2001) and requires specialized techniques, equipment and experience that is known to be available at only one institution. WHOI has developed a unique system for ultrasound-based measurements of body condition of large whales which requires a specially outfitted vessel along with custom computer software for data management and analysis as well as experience with application and interpretation of the technique. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Telephone requests will not be accepted. The solicitation document will be issued on or about August 5, 2002. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
