Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with the New England Aquarium Central Wharf to conduct a series of studies and activities relating to apparent failure of reproduction in western North Atlantic right whales. The studies and activities include: a study of reproductive dysfunction using reproductive and stress steroid hormones from fecal samples; a new initiative on marine biotoxins (Paralytic Shellfish Poisoning Toxin, PSP) and their potential impact on right whale health and reproduction; and a parasitology feasibility study to assess the occurrence of gastrointestinal parasites in right whales and the potential for impacts on health and reproduction. The agency is mandated to conserve the endangered species under its jurisdiction, and must undertake actions to prevent further decline of populations, facilitate their recovery, and safeguard the quality of their habitat. In order to guide research programs, knowledge of the hormonal status of the whales is needed to help to determine which part of the reproductive cycle is being affected and to better characterize the nature of the reproductive dysfunction. The period of performance will be fourteen months from date of contract award. The New England Aquarium Central Wharf has previously validated assays in right whales for four steroid hormones: total estrogen, progesterone, testosterone and glucocorticoids (adrenal stress hormones) and is uniquely qualified as a significant portion of the work identified for the proposed requirement depends upon specialized knowledge regarding the biology of North Atlantic right whales, the capability to obtain the necessary samples, the capability to perform specialized laboratory analyses, and the ability to identify individual animals. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by August 1, 2002. Written requests may be faxed to (757) 441-3786. Telephone requests will not be accepted. The solicitation document will be issued on or about August 5, 2002. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
