Description
The VA Pittsburgh Healthcare System is seeking professional electrical engineering services to provide complete electrical safety testing at the following three VA locations: University Drive, Pittsburgh, PA 15240; 7180 Highland Drive, Pittsburgh, PA 15206; and Delafield Road (H.J. Heinz/Aspinwall Division), Pittsburgh, PA 15215. Field work shall be performed under the supervision of a Registered Professional Engineer. Field service work shall be performed directly by field service personnel who have successfully demonstrated their knowledge and experience in the field of electrical power distribution systems testing. The supervising field service technical supervisor/engineer must be accredited as a certified electrical test technologist or technician by NICET (National Institute for Certification of Engineering Technologies) or NETA (International Electrical Testing Association) and have a minimum of five (5) years experience on similar major testing projects. All other technicians/technologists assigned to the project must be certified by NICET, NETA or must have an equivalent qualification certification. Services consist of, but not limited to, testing procedures and update drawings of existing electrical distribution system from utility source to last 100 AMP device in each branch circuit throughout the system. Services will include developing inspection procedures and schedule of testing submitted for government approval prior to testing, physical testing and minor adjustments of electrical equipment, main breakers, transfer switches, generators, meters, transformers and thermographic survey. Specific recommendations will be made to update and improve electrical systems based on the results of the inspection. This is a 100% set-aside for small business procurement. Offerors are advised that they are responsible for obtaining amendments, and they are strongly encouraged to complete the Solicitation Mailing List on the website. Requests for hard copy solicitation must be in writing to Cheryl Thornton (04A1-H), VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. No telephone requests will be accepted. A Pre-Bid Conference will be held on or about Wednesday, August 21, 2002 at 10:00AM in Building #4, Conference Room #373-E at the VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. All interested parties are encouraged to attend the Pre-Bid Conference. Receipt of offers will be due on or about 9/10/02. This procurement is subject to availability of funds.
