- ADDENDUM: THE SITE VISIT FOR THIS PROJECT IS SCHEDULED TO BE HELD 31 JUL 02 AT 0830. Project Nos. DEH 45822-2, DEH 45616-2, and DEH 45817-2. Project Title: Replace Perimeter Fence and Reconstruct Gates. Location: Kleber Kaserne, Kaiserslautern. The North American Industry Classification System (NAICS) code is 238990. The project magnitude is estimated between $1,000,000.00 and $5,000,000.00. Performance period: 270 calendar days after issuance of notice to proceed. The acquisition is unrestricted. A firm-fixed price contract award is contemplated. The solicitation will be issued using the two-step sealed bidding procedures under Federal Acquisition Regulation (FAR) 14.501. A site visit is scheduled to be held on 31 Jul 02 at 0830. The meeting place will be Gate 3 at Kleber Kaserne, Kaiserslautern. Interested contractors are required to attend the scheduled site visit in order to be considered for award. Contractors will be requested to submit a technical proposal in the English and German languages after the site visit meeting. The technical proposal must be submitted not later than 12 Aug 02. Contractors are encouraged to submit multiple offers presenting different basic approaches under the provisions of FAR Clause 52.214-24, Multiple Technical Proposals. Each technical proposal submitted under this clause will be separately evaluated and the submitter will be notified as to its acceptability. Each bidder submitting an acceptable technical proposal will be invited to submit a price proposal in Step Two of the solicitation. Bidders submitting an unacceptable technical proposal will not be invited to submit a price proposal in Step Two. Bidders shall NOT submit bid prices or pricing information with their technical proposal. The government will determine whether the technical proposal is acceptable, reasonably susceptible of being made acceptable or unacceptable. Contractors shall submit technical proposals that are acceptable without additional explanation or information. All proposals must clearly identify the DINs, governing codes, or industry standards that will apply to the project. The technical proposal will be evaluated on the following criteria: (1) method of accomplishment, (2) materials to be used, (3) time schedule and (4) inspection/quality assurance plan. Before requesting a price proposal in Step Two, the government will notify bidders of any additional materials, submittals, or information that is required, as well as whether the government requires a different time schedule than the one proposed. The government will evaluate the bidder?s inspection/quality assurance plan for soundness, workability and thoroughness of approach. Design drawings are not required in the proposals but may be submitted at the election of the bidder. The government may make a final determination regarding acceptability solely on the basis of the technical proposal as submitted. In other words, the government may proceed with Step Two without requesting further information from any bidder. The government may request additional information from bidders of proposals that it considers reasonably susceptible of being made acceptable, and discuss proposals with those bidders. Award will be made to that responsible bidders submitting an acceptable technical proposal whose bid is most advantageous to the Government, considering only price and the price related factors included in the invitation. Bidders are bound by their technical proposals.
