Description
NAICS Code: 541990 This is a correction to the previous synopsis posted on 6/10/02. The small business set-aside requirement is deleted. This procurement will be processed using full and open competition under FAR Part 13 (simplified acquisition procedures). The SIC IS 541990. It is anticipated that a request for quotations shall be issued on 8/5/02 with quotes due 8/15/02. The U.S. EPA, ORD, National Risk Management Research Lab., Water Supply Water Resources Div. (WSWRD), Edison, requires demonstration of an advanced RTC system on a combined sewerage network operated by the Milwaukee Metropolitan Sewer District (MMSD) in Milwaukee, Wisconsin. USEPA and MMSD have signed a Memorandum of Understanding (MOU) under which the MMSD offers to host the USEPA's research project on RTC sewer system management. The MMSD has initiated a multi year effort to upgrade its current RTC system to reduce sewer overflows and to continue water quality improvements in the Milwaukee area. The upgraded RTC system at the MMSD will have the level of sophistication and advancement that USEPA seeks for the proposed RTC demonstration project. The contractor shall conduct a thorough and objective evaluation of the upgraded RTC system at the MMSD. Work to be performed will include: (1) evaluation of hydraulic models specifically tailored to the MMSD sewerage system, (2) data collection during the operation of the upgraded RTC system for a duration of one year, (3) performance evaluation of RTC system components, and (4) reporting of the results. A project report shall be prepared to present all relevant information that is gathered and developed during this contract. The report shall be comprehensive and technically accurate and will be subject to a technical peer review. The duration of this project is 36 months from date of award.
