Description
This project consists of a dock expansion along the east side of the facility which includes modification to concrete aprons that abut the docks; and reroofing existing roof at the P&DC, Fort Worth, TX 76161-9998. A preproposal conference is scheduled for August 2, 2002 at 9:00 am at the job site. All interested contractors are urged to attend. The project will need to accommodate 24-hour Postal operations. A 20-year no-dollar-limit manufacturer?s warranty is required. Contractor shall submit a letter with their offer from the primary manufacturer stating the contractor is approved to apply the designated roofing systems and qualified for the Manufacturer?s 20-year unlimited penal warranty for defects in both materials and labor. Estimated cost range for the dock expansion is $1,900,000 to $2,400,000, and the cost range for the roof replacement is $1,800,000 to $2,400,000 and construction time is 365 calendar days. Please note that the contractor will not be permitted to work on site for the dock expansion portion of the project from November 16, 2002 through January 6, 2003. Also, the roofing subcontractor will be unable to use any dock area during this time period. Award will be made to the responsible offeror who submits the best combination of Technical Proposal, and Cost Proposal and other factors considered. The primary areas to be used in determining which proposal is most advantageous to the Postal Service are listed below: 1. Past Performance of General Contractor; 2. Past Performance of Roofing Subcontractor; 3. Capability of Contractor. Successful offeror must submit their Subcontracting Plan for Small and Minority-Owned, and Woman-Owned Business initially and thereafter with their progress payment requests. The contractor should attempt to subcontract with minority business firms in an amount aggregating not less than 10% and subcontract with woman-owned business firms in an amount not less than 7% of the total value of its subcontracts. Offeror must include documentation from bonding agent indicating offeror?s capability at the time offer is due. The successful contractor will be required to provide 100% Performance and 100% Payment Bonds within forty-eight (48) hours after notification of award. Offers will be received in this office, prior to, but not later than 3:30 p.m. on August 19, 2002. Proposal documents, plans and specifications will be available on July 19, 2002 at a cost of $125.00 per set (NON-REFUNDABLE) payable by check or money order only. Checks or money orders must be made payable to BROWN REYNOLDS WATFORD ARCHITECTS, INC. Since this is a request for proposals, offers will not be publicly opened. The number of offers received, the identity of the offerors, the amount of any one offer, or relative standing of offeror will not be disclosed.
