OBJECTIVE To assist the Government of Honduras (GOH) and USAID/Honduras in the identification and implementation of sound economic policies and secondary cities business and agribusiness development strategies under the Productivity and Policy Enhancement Program (PROPEP); participate in the initiation, coordination and monitoring of actions required for that purpose; and assist the Mission's Strategic Objective 1 (SO1) team to identify, design, implement and monitor other activities related to the development of agribusiness and the small and medium enterprise (SME) sector in Honduras. II. BACKGROUND Since 1994, USAID'S Agriculture and Natural Resources Office (ANRO) has employed a USPSC to assist with the implementation of its Policy Analysis and Implementation Project (PAIP) in the agricultural sector. In 1995 responsibilities for the position were expanded to include, in addition to agriculture sector policy issues, broader economic policy issues and closer involvement with the public and private sector organizations. Over the last two years close working relationships have been established with the Presidential Policy Analysis Unit (UNAT), Ministries of Agriculture and Commerce (SAG and SIC), the Central Bank of Honduras (BCH), the National Statistics Institute (INA), the Honduran Council of Private Enterprise (COHEP), and the Honduran Foundation for Investment for the Development of Exports (FIDE). The policy work initiated under the PAIP project is now being continued under the Productivity and Policy Enhancement Program (PROPEP). PROPEP was designed to advance the Mission's Strategic Objective (SO) 1, Expanded and Equitable Access to Productive Resources and Markets. It has two components. The component one contributes to improve Honduran economic policies conducive to poverty reduction (RP1.1), while the second component seeks to improve market access and competitiveness (RP1.2). Chemonics International and the four subcontractors (IMCC, MSI, Austin Associates, and FIDE), Carana Corporation, Accion International, Aid to Artisans, Covelo Foundation, FHIA, FINTRAC and LOL are primary implementers of activities under this program. III. DUTIES AND RESPONSIBILITIES The PSC specialist will serve as a point of contact for the SO1 work with UNAT, SIC, SAG, INA, BCH, COHEP, FIDE and other private and public sector organizations. In addition, the PSC will serve as a liaison for other donor agriculture and agribusiness development activities in Honduras. S/he will provide technical advice to the Mission, and as appropriate, to the GOH, for their policy and poverty reduction strategy and action plans. Specifically, the incumbent will: 1) Provide technical guidance to SO1, RP 1.1 team: To ensure results achievement, serve as coordinator between USAID/Honduras, development partners, stakeholders, and customers for SO1 and RP 1.1 activities that shall include: a) Planning: Drafting and reviewing scopes of work for short-term consultants, work plans, budgets, procurement plans, and other pertinent documentation. b) Implementation: Macro-economic and sector policy analysis. Policy development and policy reform promotion work in coordination with the private sector and the Honduran Congress. Monitoring grantee and contractor performance to achieve SO and RP intermediate and final results. c) Monitoring and evaluation: Planning and development of monitoring and evaluation systems to determine effectiveness of implementation. 2) Provide Policy implementation coordination: Engage policy leaders in the GOH and Congress in technical discussions, fact-finding and negotiation to determine their priorities for agribusiness and SME development, and assist USAID in preparing and negotiating on policy, finance, infrastructure and other relevant issues. S/he will also engage private sector participants (e.g., input distributors, agroprocessors, manufacturers and other supporting service industries like transportation providers) in discussions regarding agribusiness, trade and investment issues, including organizational structure, markets, financing, legal and regulatory requirements and technology to identify problem areas and means of addressing them; Identify legal and regulatory issues related to agribusiness and secondary cities development, review legislation and regulations and provide guidance in revision of laws and regulations to ensure open and competitive business environment. Design and develop activities that promote business development and trade. Monitor implementation of these activities including contractor/grantee performance; 3) Trade and investment: Work closely with the Ministry of Industries and Agriculture (SIC and SAG) on trade and investment promotion strategies and activities where USAID agency intervention could be useful and appropriate; 4) Situation analysis and reporting: As technical expert on economic growth issues prepare detailed analysis of business and agribusiness development issues facing Honduras. Write papers as needed on agricultural reform topics, success stories and, with prior approval from his/her USDH supervisor, articulate USAID views and positions on policy reform, agricultural reform as a senior professional in conferences, seminars, and other venues both in the U.S. and Honduras; 5) Supervision: In collaboration with RP 1.1 Team Leader supervise implementation of business development, including agribusiness development activities in Honduras. This would include writing terms of reference for USAID contracts, reviewing contractor proposals, participating as technical advisor in contract negotiations, technical guidance/oversight of work carried out by contractors, and periodic evaluation of contractor performance; and 6) Liaison with donor institutions: Establish and maintain an effective liaison with top political and technical officials in other U.S. government agencies, the World Bank, the International Monetary Fund, the Interamerican Development Bank, Central American Bank for Economic Integration (BCIE), and other regional entities and bilateral aid agencies on matters involving economic and agricultural policy reform activities in Honduras. IV. QUALIFICATIONS AND SKILLS a) Education and Experience: Applicants for this position are expected to have preferably a Ph.D. or at least an MS degree in economics, agricultural economics or an MBA with agribusiness or related field and five to ten years of progressively senior level experience in business/agribusiness development and/or economic policy analysis and development in the private and public sector. A mix of public and private sector experience is preferred. This position is a senior level position with a lot of visibility. A USAID project management experience, negotiation and leadership skills, with exposure to dealing with private sector, senior government officials and politicians is required. (60 points) b) Skills and abilities: Ability to write well and use computers is a must. Ability to conduct economic and financial analysis on sensitive and often on contentious policy matters is required. Highly effective interpersonal skills are required. The ability to plan, organize, manage and evaluate management events is important for technically complicated programs and projects. The ability to draft concise, informative reports, briefing materials, talking points on complex subjects with short lead times is required. (20 points) c) Language Ability: Minimum of S-3, R-3 in Spanish is required. (20 points) NOTE: Skills, abilities, and language will be evaluated by the Mission trhough a personal interview. For this purpose, selected candidates will be paid a round trip ticket to Tegucigalpa, Honduras. V. TERMS OF PERFORMANCE The Policy and Business Development specialist (GS-14 or its equivalent) shall perform the preceding services for a period of two years with USAID. In terms of overall coordination, the PSC will work with and report to the USAID SO 1 Team Leader and coordinator on economic policy issues in the Office of Agriculture and Natural Resources (ANRO), USAID/Honduras. The PSC will be based in Tegucigalpa, Honduras, with frequent travel throughout Honduras. Details on travel plus administrative and logistical support, living quarters and HHE shipping allowance etc. will be included in the specialist's Personal Services Contract as applicable.
