- Description
- The Center for Medicare and Medicaid Services (CMS) intends to award under Simplified Acquisition Procedures, a Sole Source basis, under the Simplified Acquisition Procedure. A firm fixed price award to Sojourner Douglas, 500 N. Caroline Street, Baltimore, Maryland 21205. This project will provide a demonstrate how to partnership with Historically Black Colleges and Universities (HBCU)s, Hispanic Serving Institutions (HSIs) and Tribal Colleges (TCs). This project will help states reduce racial health disparities and address social and economic development of distressed communities by providing the following effort from CMS: (1) Provide training, technical assistance, and related instructional materials to community based organizations, to support planning, program development, resource identification and coordination. (2) Sponsor programs that develop community leadership and empower residents to participate in the design and implementation of programs that best meet local needs, such as in the areas of substance abuse prevention and treatment, mental health, HIV/AIDS services and treatment, and child development; establishing performance measurement scales and systems that assess and correlate family, organizational, and community well-being. (3) Provide technical assistance and funding to low- income communities and provider organizations in the communities to develop health care delivery systems and priority care services. (4) Provide financial incentives to encourage low-income individuals to save for purchasing homes and starting business.
