Description
The Federal Bureau of Investigation intends to negotiate on a sole source basis for commercial items in accordance with the format as described in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This Notice is issued under Request for Quotation (RFQ) 0007417, using Simplified Acquisition Procedures (SAP). The solicitation, document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 01-07. The Government intends to solicit and negotiate on a sole source basis with KPS Technologies, Georgia State University, 24 Peachtree Center Avenue, Atlanta, GA 30303, for the purchase of Fluorescein Master Kits for the detection of blood. The blood detection system must have a stable shelf life of 12-24 months. The reagent system must be easily prepared on site. The system must be provided with a sprayer assembly that yields a proper coating of reagent for reliable results. The reagent system must be recognized as acceptable by the forensic science community. The system must have no deleterious effects on the DNA of blood collected. The FBI intends to negotiate with ONLY ONE SOURCE, however, all quotes received within 10 days after the date of publication of this synopsis will be considered by the Government.
