Description

NA U.S. Army Robert Morris Acquisition Center, White Sands Contracting Division, Building 126W Crozier Street, White Sands Missile Range, New Mexico, intends to a sole-source award for completion of Software Specific Database Entry of the Network Management S ystem of the Test Support Network at White Sands Missile Range, New Mexico. Award will be made by modification to contract DATM05-01-P-0107. The contractor will provide subject matter expert on specific Enterprise Solution software to Building 335, White Sands Missile Range, to work with and train government personnel on the data entry requirements of the Enterprise Solution software package as specific to WSMR needs and requirements to develop a working NMS Inventory Management, Service Request and Activation function, and billing within the NMS of the Test Support Network. The original award was a sole-source, SBA 8(a) contract for the Network Management System to ABBA Technologies. Modification P00001 added an option to provide a subject matter expert on specific Enterprise Solution software be made available on site at Building 335 White Sands Missile Range to work with and train government personnel on the data entry requirements of the Enterprise Solution software package as specific to WSMR needs and requirements to develop a working NMS Inventory Management, Service Request and Activation function, and billing within the NMS of the Test S upport Network (TSN). Modification P00002 funded that option. The current requirement is for a continuation of those option services for another 6 months at less than $250,000. For this type of short-term (6 months) follow-on effort, ABBA Technologies i s the only contractor available with people, skills, licenses, equipment and experience in place to meet the immediate requirement in a timely, and cost efficient manner. Also, services are performed on an intermittent basis, as the need arises. There wo uld be a substantial duplication of cost for another contractor to mobilize for this short time period. The expert is actually a sole-source subcontractor currently in place. New agreements would have to be negotiated. The solicitation process, coupled with the mobilization requirements would cause an unacceptable delays in fulfilling the TSN requirements.
