Description

Presolicitation Notice. Pursuant to P.L. 100 656, Small Business Competitiveness Demonstration Program, this Solicitation is Classified as Unrestricted with Hub Zone Preference being applied. Note to all Large Business Concerns: A sub-contracting plan will be required. The contractor shall provide all labor, material, equipment, supervision, and transportation to perform Repair Chosin Range, located at Marine Corps Recruiting Depot, Parris Island, SC 29935. The work includes regrading entire range to eliminate drainage problems, installation of new utility lines and sprinkler system at six locations, installation of sodding and grassing, replacement of three wooden training sheds, replacement of existing asphalt concrete roadway, repair of existing asphalt, concrete pavement, replacement of existing male and female heads, target sheds and sound room, construction of roadway in front of the 600 yard firing line, regarding of berm in front of target are to provide a 3:1 slope, connection of berm separating Chosin Range and Hue City Range, replacement of all electrical, speaker, telephone and water line from existing firing lines, replacement of all wooden poles and flag poles, wooden benches and providing all lighting for the target pit area. Also, construction of a new head at the 300 yard line in the berm area and other incidental work. The NAICS Code is 123499. The project size standard is $27.5M. The estimated range for this project is between $1,000,000 and $5,000,000. This project involves Phase Work and adherence to start and completion dates of each phase must be kept. Work in all phases must be completed by 30 Sept 2003. The estimated solicitation release date is 12 August 2002. The estimated due date for receipt of bids is 11 September 2002. The Government intends on issuing the solicitation through the use of the Internet only. All prospective bidders and plan rooms must register on the web-site. The entire solicitation, with drawings will be available for viewing and downloading at http://esol.navfac.navy.mil. The download time may be excessive. The official plan holder's list will be maintained and can be printed from the web-site. Amendments will be posted on the web-site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE BIDDER'S RESPONSIBILITY TO CHECK THE WEB-SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. As an alternative to the web-site, contractors may purchase copies of a compact disk (CD-ROM) containing the plans and specifications for an approximate fee of $15.00 from the Defense Automated Printing Service (DAPS), 2825 Avenue D, Suite B, North Charleston, SC 29408-1802.
