- SPAWARSYSCEN Charleston intends to issue an RFP under Full and Open Competition for GRAM-S compliant Global Positioning System (GPS) receivers for use by NAVOCEANO. Two receiver cards will be operated in tandem, to provide navigation and carrier phase data to the mission system inertial navigation sensor to aid in derivation of precise heading attitude and position for use with shallow and deep-water single-beam and multi-beam sonar systems. The receivers will be used on NAVOCEANO operated T-AGS 51/60 class ships and Hydrographic Survey Launches (HSLs). NAVOCEANO requires that the following additional features be implemented in the receiver cards: (1) The Receiver shall output Receiver Clock Offset, relative to the GPS time via Dual Port Random Access Memory (DPRAM) and Host Control Interface (HCI) messages, in conjunction with the associated GPS Week and GPS Seconds data. Receiver Clock Offset shall indicate a positive value for receiver clock ahead of GPS time, and a negative value for GPS clock behind GPS time, and 0 for GPS Clock equal to GPS time. Receiver Clock Offset shall be represented as a single precision (32-bit) IEEE 754 Floating point value. (2) The receiver shall provide input and output data protocols in accordance with NMEA 0183 messages $GPGGA, $GPVTG, $GPGLL, and $GPZDA at a minimum one Hz output rate. (3) The contractor shall offer the receiver with the optional capability of receiving and processing RTCM-SC-104 Type 18 and 19 messages and Compact Measurement Record (CMR) (Version 3.0) to enable RTK operation. The receiver shall output NMEA-0183 message formats $GPGGARTK and $GPGSTRTK or equivalent high precision NMEA messages. A Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract, for a base year period with four (4) one-year option periods is anticipated for award. The NAICS Code is 334511 and the applicable size standard is 750 employees.
